U.N. Secretary-General Kofi Annan is reportedly about to propose sweeping reforms at the United Nations.
Published reports today (Sunday) in the Washington Post and Los Angeles Times say Mr. Annan will offer several reforms. They include new rules for the use of military force, adopting an anti-terrorism treaty, overhauling the human rights commission and expanding the Security Council beyond its current 15 members. India, Brazil, Germany and Japan are also among countries seeking permanent Council seats.
Mr. Annan will present his 63-page report on Monday. His proposals would have to be approved by the 191-member General Assembly and endorsed by world leaders who convene at a U.N. summit in New York in September.
