조지 부시 미국 대통령이 자신의 2기 임기를 위해서 지명한 콘돌리자 라이스 국무장관은 이란이 핵무기를 추구하는 동시에 합법적인 국제 정치의 일원이 될 수 없다고 말했습니다.
“이란이 핵무기를 획득하지 못하도록 하는 것은 전세계적으로 매우 중요한 문제입니다. 그리고 미국은 이에 관해서 유럽 연합과 긴밀히 협력하고 있습니다.”
라이스 장관은 그러나 이란의 회교 정권에는 핵무기 추구 노력 이외에도 다른 문제점들이 존재한다고 지적합니다.
“이스라엘이 소멸되야 한다고 생각하는 정부와 공통의 관심사를 모색하기란 정말 어렵습니다. 우리가 추구하고 있는 중동 평화를 방해하려 결심하고 있는 헤즈볼라와 테러 조직들을 지원하고, 무엇보다도 회교 율법학자인 뮬라가 나라를 통치해야 한다는 신권 정치적 견해를 가지고 있으며, 또한 참담한 인권기록을 보유한 채 자국의 국민과 여성들을 부당하게 대우하는 나라와 공통점을 찾아내는 일은 실로 힘듭니다. 그러한 정권은 결코 우리, 미국과 많은 공통점을 가진 것으로 생각되는 정권이 아닙니다.”
라이스 장관은 미국은 이란인들을 고립시키려는 의도를 갖고 있지 않다고 강조했습니다.
“이란인들은 전세계와 접촉해야만 하는 사람들입니다.”
이란인들은 그들의 열망에 전혀 부응하지 않고 있는 정권 하에서 고통을 받고 있다고 라이스 장관은 지적했습니다. 라이스 장관은 미국은 자유를 지지하는 전세계에서 힘의 균형을 이룩하는 것을 돕기 위해서 반드시 미국의 외교술을 발휘해야 한다고 강조했습니다.

Condoleezza Rice, President George W. Bush's choice to be Secretary of State for his second term, says that "Iran cannot be a legitimate participant in international politics and pursue a nuclear weapon.
"It is extremely important to the world that Iran not acquire a nuclear weapon. And we are working closely with the European Union on that."
But there are other problems with Iran's clerical regime, says Ms. Rice, besides its determination to acquire a nuclear arsenal.
"It is really hard to find common ground with a government that thinks Israel should be extinguished. It is difficult to find common ground with a government that is supporting Hezbollah and terrorist organizations that are determined to undermine the Middle East peace that we seek…Not to mention, by the way, a theocratic government that has a view that the mullahs ought to rule, that has…a human rights record that is really appalling, and that treats its citizens, its women in that way - [that] is not a regime with which I think we have much common ground."
But Ms. Rice emphasized that the United States has no desire to isolate the Iranian people.
"This is a people who SHOULD be in contact with the world."
The Iranian people, says Condoleezza Rice, "suffer under a regime that has been completely unwilling to deal with their aspirations." The United States," she says, "must use American diplomacy to help create a balance of power in the world that favors freedom.
