우크라이나 선거위원회는 우크라이나의 차기 대통령으로 빅토르 유쉬첸코의 당선을 공식적으로 발표했습니다. 우크라이나 선거위원회의 야로슬라프 다비도비치 위원장은 유시첸코 후보가 대통령 결선 투표에서 차점자와 200여만표 차이로 당선됐다고 밝혔습니다. 다비도비치 위원장에 따르면, 유쉬첸코 후보는 전체 유권자의 51%, 경쟁자인 빅토르 야누코비치 전 총리는 44%의 득표를 했습니다.
우크라이나 대통령 결선 투표는 우크라이나 대법원이 앞서 치루어진 대통령선거가 심각한 불법으로 얼룩졌다는 이유로 무효화함에 따라 이루어진 것입니다. 우크라이나 대법원은 최근의 결선투표에 대한 불만을 기각했습니다.
올해 스물한살의 키에프 시민인 레나 여인은 우크라이나의 민주주의의 자유를 위한 투쟁은 분명히 가치있는 일이라고 말합니다. 레나 여인은 우크라이나의 선거전은 우크라이나 인들이 하나의 국민으로서 목소리를 낼 수 있도록 해주었다고 말합니다. 레나 여인은 유쉬첸코 대통령 당선자가 우크라이나를 서구제국의 민주주의 공동체로 편입해줄 것을 희망한다고 말합니다. 유쉬첸코 당선자는 선거운동기간중에 우크라이나가 유럽연합과 북대서양조약기구에 가입하도록 할 것이라고 다짐한 바 있습니다. 유쉬첸코 당선자는 또한 정부의 부패를 척결할 것이라고 약속했습니다.
유쉬첸코 당선자가 당면한 가장 시급한 과제는 이라크에서 우크라이나 군의 철수 여부입니다. 퇴임하는 레오니드 쿠추마 대통령은 정부 각료들에게 앞으로 6개월 이내에 우크라이나군의 철수계획을 세우도록 지시한 바 있습니다. 그러나 아담 에얼리 미 국무부 부대변인은 이것은 “신임 대통령이 결정할 문제”라고 말했습니다.

에얼리 부대변인은 우크라이나는 이라크에서 미국 주도의 연합군에게 아주 중요한 동반자라고 말했습니다. 미국은 우크라이나 군의 공헌을 높이 평가하며, 이들의 희생을 인정합니다. 유쉬첸코 당선자가 정식으로 대통령에 취임하면 우크라이나 군의 철수와 다른 여러 문제들에 관해 우크라이나 인들과 긴밀히 협력하기를 미국은 기대하고 있습니다.

Ukraine's election commission has officially declared Viktor Yushchenko [VEEK-tor YOOSH-chehn-kaw] the next president of Ukraine. The head of the commission, Yaroslav Davydovych [yah-roh-SLAHV dah-vee-DAW-vih-ch], says Mr. Yushchenko won the second presidential run-off election by just over two-million votes. According to Mr. Davydovych, Mr. Yushchenko won fifty-one percent of the vote compared to the forty-four percent won by his opponent, former prime minister Viktor Yanukovych [VEEK-tor yah-noo-KO-vihch].
A repeat of the presidential run-off election was held after the Ukrainian Supreme Court invalidated the original vote, declaring it flawed by serious irregularities. Ukraine's supreme court has now rejected complaints about the fairness of the latest balloting.
Lena, a twenty-one-year-old resident of Kiev, says the struggle for democratic freedom in Ukraine is definitely worthwhile. She says the election battle has helped Ukrainians find their voice as a nation. Lena says she hopes that president-elect Yushchenko will help bring Ukraine into the democratic community of Western countries. During his campaign, Mr. Yushchenko pledged to help Ukraine become a member of the European Union and NATO. He also promised to root out government corruption.
An immediate issue facing president-elect Yushchenko is whether to withdraw Ukraine's troops from Iraq. Outgoing president Leonid Kuchma [lay-o-NEED KOOCH-mah] has ordered government ministries to draw up a plan for a troop withdrawal within the next six months. But U.S. State Department spokesman Adam Ereli said this "is going to be an issue for the incoming president".
"We would certainly look to any change in Ukraine's contingent to be done in full consultation and with the multinational force in a measured way. In no way what is done in the future should in no way detract from what has been contributed in the past, which is brave and courageous service in support of a noble cause."
Mr. Ereli said that Ukraine is an important partner in the U.S.-led coalition in Iraq. The U.S. values the contribution of Ukrainian troops and recognizes their sacrifice. Once Mr. Yushchenko takes office, the U.S. looks forward to working with Ukrainians on this and other issues.
