'이란의 국제원자력기구에 대한 계속적인 도전은 분명한 대가 치르게될것' - 2004-09-23


유엔의 국제원자력기구, IAEA는 이란에 “즉각 우라늄 농축에 관련된 일체의 활동을 중단할 것”을 촉구하는 결의안을 통과시켰습니다. 농축 우라늄은 핵무기 제조에 있어서 핵심적인 요소입니다. 미국과 다른 나라들은 이란이 전력용 핵에너지를 추구하는 것처럼 가장해 비밀리에 핵무기를 개발하고 있는 것으로 믿고 있습니다.

IAEA 결의안은 이란이 이미 이란에서 발견된 농축 우라늄 오염의 근원과 이유를 포함해 중요한 문제들을 규명하기 위한 모든 조치를 취할 것을 요구하고 있습니다. 이 결의안은 또한 이란이 즉각 I-A-E-A가 이란 핵계획의 성격과 전모를 규명할 수 있는 장소와 요원들에게 즉각 접근할 수 있도록 허용할 것을 요구하고 있습니다. 그리고 이 결의안은 IAEA가 오는 11월에 다시 이란의 핵계획을 다시 거론하고 추가조치가 필요한지의 여부를 결정하게 됩니다.

스펜서 에이브라함 미국 에너지부 장관은 IAEA에서 통과된 이 결의안은 이란에 의해서 제기된 위협에 관심의 초점을 맞추는데 도움을 주었다고 말합니다.

“나는 IAEA 이사회가 이란으로 하여금 핵무기의 추구를 중단하고, 이사회가 제기한 질문에 답변하고, 우라늄 농축활동을 중단해야 한다는 아주 분명한 메시지를 보낸 것으로 생각합니다. 우리는 이렇게 의견의 일치를 본 것을 기쁘게 생각하며, 이란이 의무요건을 준수하고 IAEA와 충분히 협력할 것을 기대하고 있습니다.”

유럽연합과 러시아는 이란이 이 결의안을 준수해야 한다는 데에 미국과 입장을 같이했습니다. 리비아는 2003년 12월에 비밀 핵무기계획을 포기하고, 또한 이란이 IAEA에 협력하라고 주장하고 있습니다. 마투쿠 마투쿠 리비아 부총리는 이란은 IAEA와의 협정에 따라 이 의무조항을 충족시켜야 하며, 리비아처럼 이란이 의무를 다하고, IAEA협정을 준수하기를 희망한다”고 말했습니다.

이란은 이런 요청에 따를 것으로는 보이지 않습니다. 이란의 알리 유네시 정보장관은 IAEA 결의안이 불법적이라고 하면서 이란은 결의안의 조항들을 무시할 것이라고 말했습니다. 레자 아가자데 이란 부통령은 이란은 외부의 간섭을 받지 않고 핵활동을 계속할 것이라고 말했습니다.

콜린 파월 국무장관은 이란이 계속 IAEA에 도전할 경우, 이 문제는 유엔 안전보장이사회에 회부되어 제재를 받게 될 것이라고 말했습니다.

The United Nations International Atomic Energy Agency, or IAEA, has unanimously passed a resolution calling on Iran to "immediately suspend all activities related to uranium enrichment." Enriched uranium is a key component in the manufacture of nuclear weapons. The United States and other nations believe that Iran is secretly developing nuclear weapons under the guise of pursuing nuclear energy for electricity.

The IAEA resolution demands that Iran "take all steps within its power to clarify outstanding issues…including the source and reasons for enriched uranium contamination" already found in Iran. It calls on Iran to provide "prompt access" to locations and personnel that will allow the IAEA to discover the full nature and extent of Iran's nuclear program. And the resolution says that the IAEA will take up the matter of Iran's nuclear program again in November and decide then "whether or not further steps" will be required.

Spencer Abraham is the U.S. Secretary of Energy. He says the resolution passed by the IAEA helps focus attention on the threat posed by Iran:

"I think that the IAEA board of governors sent a very clear message that Iran must cease its pursuit of nuclear weapons and answer questions which the board has raised, and suspend its enrichment activity. We were very pleased by this consensus. . . .and we should all expect that Iran should follow the obligations and cooperate fully with the IAEA."

The European Union and Russia have joined with the United States in saying that Iran should comply with the resolution. Libya renounced its own clandestine nuclear weapons program in December 2003, and is also urging Iran to cooperate with the IAEA. "The Iranians have to meet these obligations because of the agreement with the IAEA," said Libyan Deputy Prime Minister Matouq Matouq. "We hope that we can have another example like Libya of Iran fulfilling the obligations and following the IAEA agreements."

Iran seems unlikely to follow suit. Iran's intelligence minister, Ali Yunesi, called the IAEA resolution "illegal," and said that Iran "will ignore the provisions of the resolution." Iranian Vice President Reza Aghazadeh said Iran will "continue its nuclear activities without interruption."

U.S. Secretary of State Colin Powell has said that if Iran continues to defy the IAEA, the matter has to be brought before the United Nations Security Council for possible sanctions.
