최근 수주 동안 항간에서는 이라크내 민주주의로의 전환에 관한 여러가지 부정적인 얘기들이 나돌았습니다. 계속되는 치안 문제에서 부터 아부 그라이브 교도소내 이라크 수감자 학대 사건에 이르기까지 이라크내 나쁜 소식들은 좋은 소식들을 떨쳐버리도록 만들었습니다. 그러나 이라크에서 상당히 좋은 소식들이 보도되고 있습니다.
이라크인들에 대한 주권 이양은 현재 계획대로 진행되고 있습니다. 14개 정부 부처 들은 이미 이라크인들이 직접 관장하고 있습니다. 오는 6월 30일에 임시 연합 당국은 해체되고 이라크인들은 전면적인 통치 권한을 갖게 될 것입니다. 연합국은 이라크인들의 기간시설 재건과 학교 건설, 보건시설 재건, 교량 보수, 그밖의 전력 증산 등을 도울 것입니다. 이라크에서는 새로운 통화가 유통되고 있습니다.
이라크 통치 위원회는 수십년 만에 처음으로 이라크에 해외 투자 문호를 개방하기 위한 법안을 승인했습니다. 이라크의 석유생산량은 하루 2백만 배럴을 상회하고 있으며, 올해 들어 지금까지 석유 수입은 거의 60억 달러에 이르고 있습니다. 미국의 콜린 파월 국무 장관은 주권이 이양되는 동안 이라크인들은 더욱 강해 지고 역경에서 빨리 회복될 것이라고 말했습니다.
“우리가 함께 겪어온 어려움과 비극에도 불구하고, 이라크인들은 그들의 용감성을 입증해 주었습니다. 이라크인들의 용감성은 지난 1년동안 이라크의 모든 계층에서 그리고 모든 도시와 마을에서 이루어진 진전에서 나타나고 있습니다. 우리는 새로 선출된 촌락과 도시 정부, 새로 문을 연 학교와 진료소들, 급속히 되살아나는 민간경제 그밖의 자유 언론이나 이라크국민을 위해 봉사하는 사법 체제 등에 관한 좋은 소식들은 자주 듣지 못하고 있습니다.”
파월 장관은 이라크인들이 어려운 시기에 용감성을 발휘하고 있다는 점을 전세계에 보여줄 것이라고 말했습니다.
“이라크인들의 용감성은 새롭고 자유로운 이라크를 건설하기 위해 희생하고 그들의 생명을 바치기 까지한 남녀 이라크인들의 의지 속에서 나타나고 있습니다. 또한 이들의 용감성은 단순히 삶을 바친 아킬라 알-하시미와 이제딘 살림 같은 지도자들이 아니라, 모크타다 알-사드르의 이른바 ‘마디’ 민병대와 같은 불한당들의 협박에 굴복하지 않는 카발라 시민들처럼 그들의 권리와 자유를 옹호하고 있는 세상에 알려지지 않은 영웅들에서도 나타나고 있습니다.”
이라크의 기쁜 소식은 대다수의 이라크인들이 자유와 안보 그리고 번영을 원하고 있다는 사실입니다. 미국의 조지 부쉬 대통령은 자랑스럽고 독립적인 국민으로서의 이라크인들이나 미국은 모두, 무기한 이라크 점령을 지지하지 않고 있다면서 이라크에서의 미국의 목표는 제한적이지만 확고한 것으로 미국은 독립적이면서도 자유롭고 안전한 이라크를 원한다고 말했습니다.

In recent weeks, there have been a number of negative stories about the transition to democracy in Iraq. From continuing security problems to the scandal at Abu Ghraib prison, bad news has driven out the good in Iraq. But there is a great deal of good news to report.
The transfer of power to the Iraqi people is on schedule. Already, fourteen government ministries are under the direct control of Iraqis. On June 30th, the Coalition Provisional Authority will be dissolved and Iraqis will have full governing authority. The coalition is helping Iraqis rebuild their infrastructure, construct schools, refurbish health facilities, repair bridges, and increase the output of electricity. A new currency has been introduced. The Iraqi governing council has approved a law that opens the country to foreign investment for the first time in decades.
Oil production has reached over two-million barrels a day, bringing revenues of nearly six-billion-dollars so far this year. And throughout the transition, says U.S. Secretary of State Colin Powell, the Iraqi people have been strong and resilient.
"Despite the troubles and tragedies we've suffered together, the Iraqi people have proven themselves brave. That bravery shows in the progress made over the past year in all walks of life, in nearly every town and village in Iraq. We don't often hear the good news, about newly elected village and municipal governments, about new schools and clinics, about a quickly reviving private economy, and about a free press, and a judicial system that works for the people."
The bravery of the Iraqi people, says Mr. Powell, will show the world that they will make it through this difficult time:
"It shows in the willingness of men and women to make sacrifices and even to give their lives on behalf of a new, free Iraq. And it's not just leaders like Aquila al-Hashimi and Izzedin Salim, who have given their lives, it's also the unsung heroes who have stood up for their rights and their freedom like the people of Karbala, who refused to be intimidated by the thugs of Moqtada al-Sadr's so-called Mahdi militia."
The good news in Iraq is that the great majority of its citizens want freedom, security, and prosperity. "As a proud,independent people, Iraqis do not support an indefinite occupation, and neither does America," says President George W. Bush. "America's objective in Iraq is limited, and it is firm. We seek an independent, free, and secure Iraq."
