홍콩 시민들은 대규모의 평화적인 가두시위를 통해 민주주의를 염원하고 있음을 보여줬습니다. 홍콩 시민들은 2004년 1월 1일 홍콩의 행정장관을 비롯해 모든 의회 의원들이 주민들의 직접선거를 통해 선출되어야 한다고 주장했습니다.
그러나, 최근들어 중국 정부 관계자들은 직접 선거는 중국정부의 결정권이라고 말했습니다. 일부 중국 관리들은 심지어 직접 선거를 원하는 사람들은 애국심을 결여했을 수도 있다고 경고했습니다.
민주주의 운동가 마틴 리 의원은 그같은 비난을 가리켜 극도로 우려할만 하다고 말했습니다.
기본법에 따라 홍콩은 고도의 자치권을 행사하는 중국의 특별 행정구입니다. 현재 홍콩 최고 행정관은 800명으로 구성된 한 위원회에 선출됩니다. 홍콩 입법부의 절반 만이 직접선거를 통해 선출됩니다. 나머지 절반은 기업계와 전문단체와 시민단체 그리고 정치 단체에 의해 선출됩니다.
홍콩 기본법 68 조에 따르면 입법부 위원 전원이 주민들에 의해 선출되는 것이 궁극적인 목적입니다. 민주주의 운동가들은 이는 최고 행정관선출에도 적용돼야 한다고 주장합니다.
미국의 리차드 바우처 국무부 대변인은 홍콩의 선거 개혁과 홍콩의 일반 선거를 통한 민주주의를 미국은 강력히 지지 한다고 밝혔습니다.
“우리는 이같은 선거개혁과 일반선거를 통한 민주체제가 홍콩의 경제적 그리고 사회적 발전을 지속시켜 줄것이고 또한 이른바 “한 국가 두 체제”테두리안에서 홍콩의 번영과 안정에 필수적인 요소라고 믿고 있습니다.”
지금은 홍콩주민들이 자신들에게 적합한 체제를 개발할 기회를 갖도록 홍콩에서 광범위한 협의가 이루어져야 할 때라고 미국 국무부의 바우처 대변인은 말했습니다.

In large, peaceful rallies, Hong Kong citizens have shown their support for democracy. Tens of thousands marched on January 1st to urge that Hong Kong's chief executive and all of its legislature be directly elected by the people of Hong Kong.
But in recent days, Chinese officials have said that decisions about direct elections should be made in Beijing. Some Chinese officials have even suggested that proponents of direct elections may be "unpatriotic."
Democracy proponent Martin Lee, a Hong Kong legislator, has called such allegations "extremely worrying."
Under its Basic Law, Hong Kong is a special administrative region of China with a high degree of autonomy.
Currently, the chief executive is chosen by an eight-hundred-member committee. Only half of the members of Hong Kong's Legislative Council are now directly elected. The other half are chosen by business, professional, civic, and political groups.
According to Article Sixty-Eight of Hong Kong's Basic Law, the ultimate goal is the election of all members of the Legislative Council by universal suffrage. Democracy proponents argue that this should apply to the chief executive as well.
The U.S., says State Department spokesman Richard Boucher, strongly supports "democracy through electoral reform and universal suffrage in Hong Kong":
"We believe these will advance economic and social development and are essential to Hong Kong's prosperity and stability within the 'one country, two systems' framework."
Now is the time, says Mr. Boucher, for "extensive consultations in Hong Kong so that the Hong Kong people get the chance to design the system that's appropriate for them."
