제 2차 세계대전 말기에 미국은 번영되고 민주적인 유럽의 건설을 도울 결의를 확고히 했습니다. 그런데 이제 미국과 연합국은 중동지역에서 그와 유사한 결의로 있다고 백악관의 곤돌리사 라이스 국가안보 보좌관은 말합니다.
“중동을 가리켜 지도적인 아랍 지식인들은 정치적 경제적으로 “자유가 결여된” 지역이라고 부릅니다. 또 절망감이 전도유망한 젊은이들에게 대학교육과 직업과 가정을 동경하지말고, 그대신, 폭발물로 가능한 한 많은 무고한 생명들을 죽이기 위해 자신의 목숨을 받치도록 유도하는 이념의 비옥한 토양을 제공하는 지역이 중동이기도 합니다.이런 현실이 바로 중동 불안정의 요인이며, 또한 미국과 세계의 안보에 직접적인 위협이 되는 것입니다.”
미국은 중동에서 민주주의와 관용과 번영과 자유의 수립을 위해 노력하고 있습니다.
“사담 후세인 정권은 미국과 세계의 안보에 위협을 제기했습니다. 이것은 대량파괴무기를 추구하고, 사용하고, 또 보유했던 정권이었습니다. 테러와 연계된 이 정권은 두차례나 외국을 침략했으며, 국제사회에 도전했고, 지난 20년간 17차례나 유엔 결의안을 무시했으며, 무장해제를 하지 않고 세계의 요구에 따르지 않겠다는 분명한 의도를 표명했습니다. 그러한 위협은 이제 더 이상 용납될 수가 없습니다.”
중동지역의 탈바꿈은 용이하지 않으며, 시간이 걸릴 것입니다. 하지만 라이스 보좌관은 그것은 모든 사람이 담당해야 할 몫이라고 말합니다.
“보다 안전하고 보다 나은 세계를 만들기 위한 이 결단력은 거의 1년 전에 발표된 부쉬 대통령의 국가안보전략에 담겨 있습니다. 이 전략은 자유를 선호하는 세력 균형을 창조하기 위해 경쟁을 불허하는 힘과 영향력에 기초한 미국의 입지를 십분 활용할 것을 요구하고 있습니다. 부쉬 대통령의 표현을 빌리면, 모든 국가와 사회가 정치적 경제적 자유의 보상과 도전을 임의로 선택할 수 있는 여건을 조성한다는 것입니다.”
중동지역의 국민들은 기회가 주어진다면, 자유를 선택할것으로 미국인들은 믿고 있습니다.

At the end of the Second World War, the United States committed itself to help build a prosperous and democratic Europe. White House National Security Adviser Condoleeza Rice says that the U.S and its allies have made a similar commitment to the Middle East:
"It is a region suffering what leading Arab intellectuals call a political and economic 'freedom deficit.' And it is a region where a sense of hopelessness provides a fertile ground for ideologies that convince promising youth not to aspire to a university education, a career, and a family, but to blowing themselves up -- taking as many innocent lives with them as possible. These ingredients are a recipe for great instability -- and pose a direct threat to America's and the world's security."
The U.S. is working toward the establishment of democracy, tolerance, prosperity, and freedom in the Middle East. Ms. Rice says the liberation of Iraq was a major step in that direction:
"Saddam Hussein's regime posed a threat to the security of the United States and the world. This was a regime that had pursued, had used, and possessed weapons of mass destruction. The regime had links to terror, had twice invaded other nations, defied the international community and seventeen United Nations resolutions for twelve years and gave every indication that it would never disarm and never comply with the just demands of the world. That threat could not be allowed to remain."
The "transformation of the Middle East will not be easy and will take time." But, said National Security Adviser Rice; it is in everyone's interest:
"This resolve to work for a world that is both safer and better is captured in President Bush's national security strategy that was issued almost a year ago. The strategy calls on America to use our position of unparalleled strength and influence to create a balance of power that favors freedom. To create, in President Bush's words 'the conditions in which all nations and all societies can choose for themselves the rewards and challenges of political and economic liberty.'"
Americans believe that the people of the Middle East, given the chance, will choose freedom.
