힐 차관보와 사이키 국장은 냉전시대 첩보원 훈련을 위해 북한이 납치한 피랍 일본인 문제를 논의할 예정입니다.
피랍 일본인 문제는 북한 핵문제 해결을 위한6자회담에서 회담 진전의 장애요인으로 작용하고 있으며 일본의 대북한지원 또한 지연시키고 있습니다.
북한은 일본인 납치사실은 인정하고 있으나납치자 수와 납치이후 행방 등에 관해서는 견해차를 보이고 있습니다.

The top U.S. envoy to talks on
North Korea's nuclear program will meet with his Japanese counterpart in
Washington Tuesday.
Christopher Hill and Akitaka Saiki will discuss the cases of Japanese nationals
whom North Korea abducted during the Cold War to train as spies.
The issue is an obstacle in six-nation talks on ending Pyongyang's nuclear
weapons program and has slowed the delivery of aid from Japan to North Korea.
North Korea admits it kidnapped Japanese citizens during the 1970s and 1980s,
but the Tokyo and Pyongyang disagree over the number and the fate of the people
abducted.
Earlier this month, Japan announced that it would uphold its ban on economic
aid to North Korea, even after Washington removed Pyongyang from a U.S. terror
blacklist.
