국방부는 북한이 24일 전화통지문에서 이른 시일내에 군사 실무자 접촉을 갖자고 제의해 왔다며, 현재 관련부처들이 북한측 제의를 논의하고 있다고 밝혔습니다.
남북한은 이달 초에도 올해 들어 첫 남북한 실무자 접촉을 가진바 있습니다. 당시 북한은 한국에 대해 대 북한 전단 살포를 중단할 것을 요구했습니다.
한국 정부는 지난 2004년 이후 전단 살포를 중단했지만, 한국의 탈북자 관련 민간단체 등은 계속 북한에 전단을 보내고 있습니다.

South Korea says North Korea has proposed a new round of working-level military talks to discuss improving cross-border military hotlines.
The South Korean defense ministry said today (Friday) that the north has proposed officer-level talks about improving telecommunications lines between the two sides.
(The Yonhap news agency says the two countries have nine military hotlines, but one is currently out of service because of technical problems.)
A Defense Ministry spokesman said Seoul is reviewing the proposal.
If the military meeting happens, it would be the second one this month. All other contacts between the two Koreas have been essentially frozen for most of the year.
When military officers met briefly earlier this month, North Korean officials demanded that the South stop civic groups from sending anti-Pyongyang leaflets across the border by balloon. Those were the first formal talks between the two countries since January.
