아프가니스탄의 압둘 라힘 와르닥 국방부 장관은 5일 미국 국방부가 아프가니스탄 내 저항세력에 대한 공습으로부터 발생하는 민간인 사상자를 줄이기 위한 조치들을 취할 것임을 다짐했다고 밝혔습니다. 또한 아프가니스탄이 국제 사회로 부터 자국 병력 증강에 대한 승인을 받은 가운데, 아프간 전쟁 전반에 관한 전략적 검토도 이뤄질 것으로 보입니다. 좀 더 자세한 소식입니다.
아프가니스탄에서 민간인 사상자 수가 급증하면서 국내외적으로 비판이 거세지고 있는 가운데, 아프가니스탄의 압둘 라힘 와르닥 국방부 장관은 미국과 다국적군이 공중 폭격으로부터 그같은 민간인 사상자가 발생하지 않도록 하기 위해 최선의 노력을 다할 것 임을 약속했다고 말했습니다.
와르닥 장관은 국방부 청사에서 기자들에게 최근 미국 국방부를 방문해 로버트 게이츠 미 국방부장관과 다른 미국 고위 관리들과 만나 가진 회담의 결과를 설명했습니다.
와르닥 장관은 아프간과 그 지역내에서 진행되고 있는 전쟁 수행과 기타 다른 노력들을 전략적으로 검토하자는 공감대가 있었다고 말했습니다.
와르닥 장관은 중장비 무기에 대한 중요성을 낮추고, 보다 나은 정보 공유와 무장세력 색출에 있어서 아프간 군 병력의 더 큰 활용 등을 촉구했습니다.
과거 소련의 아프간 침공에 맞섰던 무자히딘 (Mujahideen) 사령관을 지내기도 한 와르닥 장관은 또 국제사회가 아프간 군병력 규모를 13만 4천명으로 증강하는 방안을 승인했다고 말했습니다. 아프가니스탄에는 현재 6만명 이상의 외국군 병력이 주둔하고 있습니다.
와르닥 장관은 현재 아프간의 치안 상황을 볼 때 지상군의 증강이 필요하다는 것은 명백하다고 말했습니다.
지난 2001년 미군 주도의 연합군에 의해 축출된 탈레반 저항세력은 아프가니스탄 남부 대부분의 지역에서 왕성한 활동을 보이고 있습니다.
와르닥 장관은 기자들에게 탈레반과의 전쟁은 군사적 수단 만으로는 이길 수 없다고 강조했습니다.
영국의 ‘선데이 타임스’ 신문도 아프간 주둔 영국군 최고 사령관인 마크 칼튼-스미스 준장의 말을 인용해 전쟁에서 탈레반은 패퇴하지 않을 것이라면서, 정치적 타협이 탈레반과의 분쟁을 종식시키는 최선의 방안이라고 보도했습니다.
하미드 카르자이 아프간 대통령은 사우디아라비아 국왕에게 탈레반과의 대화를 중재해 줄 것을 요청했습니다. 하지만 탈레반의 고위 사령관은 이른바 아프가니스탄의 ‘꼭두각시’ 정부와는 협상을 하지 않을 것이라고 말하고 있습니다.

Afghanistan's Defense Minister on Sunday said the Pentagon
has pledged to take steps to reduce civilian casualties from aerial attacks
against insurgents in the country. A strategic review of the war will also be
conducted as Afghanistan gets permission to increase the number of its own
troops. VOA Correspondent Steve Herman reports from Kabul.
With domestic and international criticism mounting as the civilian death toll
rises, Afghanistan's Defense Minister says the United States and other international
forces have promised to "do their best" to avoid such casualties from
aerial bombings.
Abdul Rahim Wardak spoke to reporters on the grounds of the Defense Ministry
about his recent visit to the Pentagon, where he met his U.S. counterpart and
other American officials.
"There has been an understanding to strategically review the conduct of
war and other efforts in Afghanistan and also in the region."
Wardak is calling for less emphasis on heavy weaponry, better shared
intelligence and greater use of Afghan forces to search for insurgents.
The former Mujahideen commander also announced that the international community
has authorized an increase in the size of the Afghan army to 134-thousand
troops. There are more than 60-thousand foreign troops in Afghanistan.
"There is definitely a need for more boots on the ground based on the
present security situation."
The resurgent Taleban, ousted by U.S.-led forces in 2001, are active in large
parts of southern Afghanistan.
Defense Minister Wardak told reporters that the current war against them cannot
be won only by military means.
The Sunday Times in London quotes the British commander in Afghanistan as also
saying the Taleban cannot be defeated on the battlefield. The newspaper says
Brigadier Mark Carleton-Smith, in an interview, told the newspaper that a
political settlement is the best way to bring an end to the conflict.
Afghan President Hamid Karzai has asked the king of Saudi Arabia to mediate
such talks. But a senior Taleban commander has rejected such negotiations with
what he termed Afghanistan's "puppet" government.
