라이스 장관은 러시아의 침공은 모든 정황에서 사전에 계획된 것으로 보인다며, 러시아 정부는 그루지아 분리 주의자들에게 러시아 여권을 발급하고 군사훈련과 무장을 제공함으로써 몇 달전부터 사전작업을 벌였다고 덧붙였습니다.
라이스 장관은 또 러시아 정부가 자신의 계획대로 상황을 몰아가기 위해 그루지아 정부를 유인하고 있다는 점을 미국정부가 그루지아에 경고했었다고 말했습니다.

U.S. Secretary of State Condoleezza Rice has warned of what she calls an "increasingly authoritarian" and "aggressive" Russia.
In a speech today (Thursday) in Washington, Rice said Russia's recent invasion of Georgia has not achieved any enduring strategic objective.
She says the invasion, by all appearances, was premeditated, adding that Russian leaders laid the groundwork months ago by distributing Russian passports to Georgian separatists and training and arming their militias.
Rice says the United States warned Georgia that Russia was baiting Tbilisi and that playing into this would, in her words, "play into Moscow's hands."
She says the U.S. goal is to make clear to Russia's leaders that their choices are putting Russia, in her words, "on a one-way path to self-imposed isolation and international irrelevance."
Rice says the United States and Europe must stand up to Russia and that the country's aggression must not be allowed to achieve any benefit.
