국제이주기구, IOM은 국내에서 보금자리를 잃고 임시 막사에서 생활하고 있는 이라크 인들이 특히 비참한 상황이라고 말했습니다. 스위스 제네바에 본부를 둔 IOM은 외딴지역의 황량한 막사에서 생활하고 있는 사람들은 기본적 생활 여건이 없는 상태에서 악천후속에 살아가고 있다고 말했습니다. 자세한 소식 전해드립니다.
국제 이주기구, IOM은 이라크의 국내 실향민들과 본국으로 귀향한 사람들2백 8십만 명의 대부분은 계속해서 궁핍에 시달리고 있다는 사실을 파악했습니다. IOM은 이들이 부적절한 삶의 터전과 식수 부족, 식료품 부족, 그 밖에 보건관리, 교육, 전기 시설 등 기본적 생활 시설의 부족으로 고통받고 있다고 말합니다.
하지만 IOM은 이런 어려움들도 임시 막사에서 거주하고 있는 많은 사람들의 고생에는 비할 바가 아니라고 말합니다. IOM은 막사에서 생활하는 사람들의 수는 친척들과 함께 거주하거나 집을 빌려 살고 있는 사람들의 수에 비하면 아주 적다고 말합니다.
하지만 IOM의 장 필립 쇼우지 대변인은 미국의 소리 방송에 막사 거주인들은 모든것이 결여된 상황에서 어떻게든 살아남으려 고생하고 있다고 말합니다. 쇼우지 대변인은 대부분의 경우 이들은 잊혀졌으며 도움을 거의 받지 못한다고 말합니다.
쇼우지 대변인은 이들은 난민들 중에서도 가장 가난하고 가장 취약한 사람들이라고 말하고 막사에서 거주하는 사람들은 대개 불법으로 들어가 살던 공공건물에서 여러번 퇴거 당했던 사람들이라고 지적합니다. 쇼우지 대변인은 또한 이들의 수가 적은데다 임시 막사들이 먼 외곽 지역이나 불모지 한 가운데 세워져 있다는 점을 고려할 때 이들이 응당 받아야할 도움을 받지 못하는 경우가 많다고 덧붙입니다.
쇼우지 대변인은 임시막사 거주인들은 식수나, 위생시설, 보건시설에 거의 접근할 수가 없다고 말합니다. 쇼우지 대변인은 임시막사 거주인들은 한 여름의 폭염과 겨울에 닥쳐오는 혹한으로 부터 자신들을 보호할 수 없다고 지적합니다.
쇼우지 대변인은 이들 막사 거주자들은 대개 의료혜택이나 교육시설 등 필요한 시설들과 멀리 떨어진 곳에서 살고 있다고 말하고 가족의 사생활이나 개인의 존엄을 보장받지 못 한채 살아가는 것은 임시막사 거주지를 이라크 국내 실향민들의 최후의 수단으로 만들고 있다고 말합니다.
현재 이라크 전체에 5군데의 임시막사 거주촌이 있습니다. IOM은 거주민들이 당면한 어려움들을 지적하기 위해 술레이마니야의 콸라와 막사 거주지의 예를 들었습니다.
IOM은 2년 전에 황야 한가운데의 콸라막사에 정착한 국내 실향민들은 아직도 위생시설이나 전기나 화장실 시설 없이 살아가고 있다고 말하면서 이들이 쓰레기에 둘러싸여서 살고있으며, 그 결과 최근들어 장티푸스 발병 사례가 보고됐다고 말합니다.
IOM은 임시막사에 거주하는 사람들은 매일 인도주의적 위기상황 속에 살아간다고 지적하면서 이라크 정부와 국제사회에 지원을 호소했습니다.

says daily life for thousands of Internally Displaced People living in tent
camps in Iraq is particularly grim. A study by the Geneva-based IOM finds
people who live in these remote, barren settlements have little or no basic
services and are at the mercy of the elements or extreme weather. Lisa Schlein
in Geneva reports for VOA.
The International Organization for
Migration finds an overwhelming majority of Iraq's 2.8 million internally
displaced people and returnees continue to endure great deprivation. It says
they suffer from inadequate shelter, limited access to drinkable water, food and
other basic services such as health care, education and
electricity.
While their existence is difficult, IOM says this is nothing
compared to the hardships faced by thousands of tent camp residents. It notes
the number of people living in tents is very low compared to the overall number
of displaced people living in rented housing or with family and
friends.
But, IOM Spokesman, Jean-Philippe Chauzy, tells VOA the tent
people make up in suffering for what they lack in numbers. He says in most
ways, they have been forgotten and receive little assistance. "They are
obviously the poorest and the most vulnerable among those displaced. We find
out that those who are living in those tented camps have usually been evicted
many times from public buildings that they had been occupying illegally. And,
because they are a small number, they probably have not received the assistance
they deserve, especially considering that these camps are sometimes in fairly
remote locations and usually are set up in barren empty land," he
says.
Chauzy says people in these tent camps very rarely have access to
drinkable water, sanitation and health care because it is so difficult to reach
them. He says these people cannot protect themselves against the extreme heat
in the summer or extreme cold in the winter.
He says they are located
far away from medical care, education, and other needs. He says the harsh
conditions, lack of family privacy and personal dignity, make tent camps a last
resort for Iraqi internally displaced.
There currently are five tent
camps in Iraq. IOM cites the example of Sulaymaniyah's Qalawa camp to point out
some of the difficulties faced by residents.
It says IDPs who settled
there two years ago on an empty piece of open land still have no sanitation, no
electricity and no toilets. It says they live surrounded by garbage. As a
result, it says cases of typhoid recently have been reported.
IOM says
every day is a humanitarian crisis for the small group of tent people. The
agency is appealing to the Iraqi government and the international community to
help them.
