말레이시아 총선, 네티즌들 힘으로 야당 선전 (E)


말레이시아의 압둘라 바다위총리는 장기집권하고 있는 연립여당이 이번달 총선을 치르기 전에 인터넷의 힘을 미쳐 인식하지 못했었다고 말했습니다. 야당측은 엄격히 통제된 말레이시아의 주류 언론들을 따돌리고 인터넷상으로 자신들의 주장을 널리 알려, 바다위 총리가 이끄는 연립여당에게 사상최악의 참패를 안겨주었습니다.

말레이시아의 주류 언론들은 정부에 의해 엄격히 통제되고 있습니다. 야당 지도부는 이번달 총선에 앞서 방송의 동등한 시간을 확보할 수 없었다고 불평하고 있습니다. 이에 반해 압둘라 바다위 총리가 이끄는 연립여당은 수백만 달러를 쏟아 선거 광고를 제작했습니다.

하지만 이러한 투자에도 불구하고 51년간 말레이시아에서 집권했던 국민전선(Barisan National)은 국회와 몇몇 주에서 과반수 의석 확보에 실패했습니다. 25일 투자자 회의에서 바다위 총리는 연립여당이 “확실히 인터넷 전쟁에서 패배했다”며, 정부가 통제하는 신문과 방송으로만 선거 유세활동을 벌인 것은 “심각한 오판”이었다고 말했습니다.

많은 유권자들은 주류 언론을 무시하고 말레이시아키니-닷-컴과 같은 인터넷상의 의견표출 공간, 즉 블로그를 참고했다고 말합니다. 블로그를 통해 당국자들의 부패나 종교적, 인종적 갈등을 포함해 주류 언론이 다루지 않는 소식들을 유권자들은 접한다는 것입니다.

전문가들은 말레이시아의 독자적인 블로그 접속자 수는 주류 신문의 구독자 수를 넘었으며, 3월 8일 선거에 앞서 이같은 현상은 더욱 가속화됐다고 말했습니다. 말레이시아키니-닷-컴의 편집장인 스티즌 간씨는 자신의 블로그가 선거 몇주전부터 가입비를 받지 않았다고 말했습니다.

간씨는 “한달에 5달러 정도인 독자들의 가입비를 토대로 운영하고 있다”고 전제하고, “하지만 말레이시아의 유권자들이 정보를 충분히 접한 이후 투표 할 수 있도록 일익을 맡아야 한다는 판단이 들어 블로그를 무료로 개방하게 됐다”고 말했습니다.

말레이시아 정부는 1990년대에 인터넷사용을 간섭하지 않겠다는 공약의 일환으로 공개적으로 블로그를 검열하지 않고 있습니다. 말레이시아 정부는 당시 ‘최첨단 광역 정보통신단지’(Multimedia Super Corridor) 조성에 외국인 투자를 유치하기 위해 이러한 약속을 했습니다. 첨단 단지 조성계획은 이후 지연되고 있으며, 이에 따라 언론의 자유 옹호론자들은 정부가 혹시나 인터넷에 제한을 가할까 우려하고 있습니다. 정부 당국자들은 그럴 의도가 없다고 말합니다.

Malaysian Prime Minister Abdullah Badawi says his long-ruling coalition underestimated the power of the Internet, in advance of this month's elections. Mr. Badawi's ruling coalition suffered its worst losses in its history, after members of the opposition used the Internet to vent their views, circumventing the country's tightly controlled mainstream media. Malaysia's mainstream media is tightly controlled by the government. Opposition leaders complain they did not get equal access to air time, in advance of the elections this month, while the ruling coalition of Prime Minster Abdullah Badawi spent millions of dollars on campaign ads.

In the end, the investment did not pay off for Mr. Badawi, whose Barisan National coalition -- in power for 51 years -- lost its two-thirds majority in parliament and several states. Speaking to an investors' conference, Tuesday, the Malaysian leader said his coalition "certainly lost the Internet war," and said it was -- in his words -- "a serious misjudgment" for it to rely solely on government-controlled newspapers and television to get out its campaign message.

Many voters say they ignored the mainstream media and turned to independent blogsites like Malaysiakini.com, where they could see news on official corruption, religious and racial tensions and other issues that the mainstream media often does not report.

Observers said readership of the country's independent blogsites has surpassed that of mainstream print media. It was boosted even further ahead of the March Eighth poll. Malaysiakini.com Editor in Chief Steven Gan tells VOA his website stopped charging subscription fees in the weeks before the election.

"We've been, really, surviving on our readers' paying a subscription fee of about five dollars a month. But we have made the site free because we felt we had to also play a role in providing information to Malaysian voters so they could make an informed choice," Gan said.

Malaysia's government does not openly censor blogsites, as part of promise it made in the 1990's to not interfere with the Internet. The promise was part of an effort to draw foreign investment in plans for a new high-tech industry corridor. The plans for the corridor have since stalled, leading media-freedom advocates to worry about whether the government may soon start imposing restrictions on the Internet. Officials say they have no such intentions.

Malaysiakini.com's Steven Gan said it would be difficult for the government to try to impose restrictions on the Internet, at this stage.

"It's not going to be easy. I always describe like (this): Press freedom is like toothpaste, in a sense. When you squeeze a little bit of it out, it's going to be very hard to put it back in again," Gan said.

Media-freedom advocates say Malaysian authorities sometimes pulled the licenses of newspapers and broadcast outlets that carried news that was unfavorable to government officials. Blog sites like Malaysiakini.com are able to operate because they are not required to have licenses.
