U.S. Secretary of State Condoleezza Rice has called Russia's latest threats against Ukraine unacceptable.
The secretary told a Senate committee in Washington there are some positive aspects of the U.S.-Russian relationship. But she called comments like those Tuesday by Russian President Vladimir Putin reprehensible rhetoric unhelpful to U.S.-Russian ties.
The Russian leader warned that Moscow could target nuclear missiles at Ukraine if the country goes forward with plans to join NATO. Speaking at a joint news conference in Moscow with visiting Ukrainian President Viktor Yushchenko, Mr. Putin said he is not attempting to interfere in Ukraine's affairs. But he said Ukraine's moves toward NATO raises questions for his country about "the need for retaliatory actions."
Mr. Yushchenko stressed Ukraine's commitment to a partnership with Russia. But he said every country sets its own security policy and stressed the importance of dialogue.
