‘미국은 터키 지지’ – 미 국무부 정치담당 차관 (E)


미국의 니콜라스 번스 국무부 정치 담당 차관은 터키의 레체프 타이이프 에르도간 총리와 회담을 마친 후에 미국은 터키의 완전한 유럽연합 가입 전망을 계속 강력히 지지할 것이라고 말했습니다.

번스 차관은 또한 자신과 에르도간 총리가 쿠르드족 노동당, PKK의 테러리즘 등 안보 관심사에 관해 논의했다고 밝혔습니다.

PKK는 사악한 테러집단으로 세계적인 비난을 받아 마땅하다며, 미국으로부터도 지지를 받지 못할 것이라고 번즈차관은 말했습니다.

번스 차관은 PKK의 이런 끔찍한 행동의 종식을 위해 미국은 이라크와 터키와 협력하기를 바란다고 밝혔습니다.

번스 차관은 또한 이란 핵계획에 관해 이란으로 하여금, 외교와 협상이야말로 전향적인 방안이며 협상을 선택하는 것은 이란측의 책임이라는 점을 확신시키기 위해 러시아와 중국과 더불어 터키, 그리고 유럽국가들과 공동협력하는 것이 최선의 방책이라고 말했습니다.

미국과 터키는 에너지부문에서 이해를 공유하고 있습니다. 터키는 카스피 해 지역과 이라크에서 유럽으로 석유와 천연가스를 수출하는 관문입니다. 1990년대에 미국은 바쿠와 트빌리시와 자이한을 잇는 송유관과 코카사스남부, 가스관 건설사업에서 협력했습니다.

이 사업을 성공적으로 마친 미국은 이제 그리스와 이탈리아, 서유럽국가들이 유럽에서 에너지 공급을 위한 자유시장을 창설하도록 이런 중요한 에너지 기간시설의 확충을 추진하고 있습니다.

번스 차관은 또한 이같은 확충 노력이 아제르바이잔과 카자흐스탄, 투르크메니스탄으로 하여금 유럽 에너지시장에 접근하도록 도와줌으로써 이들 나라의 독립성을 부추길 수 있을 것이라고 말했습니다.

번스 차관은 지난 9월 초에 행한 한 연설에서 중동지역에서 개혁주의자들을 고무할 수 있는, 회교권내의 세속 민주 국가에서 가장 성공적인 사례로서 160년의 근대화 개혁의 유산을 갖고 있는 터키를 미국은 지켜보고 있다고 밝혔습니다.

번스 차관은 금년에 실시된 총선거는 터키 민주주의가 아주 강건하다는 것을 보여주었으며, 회교권에 강한 인상을 남겨주었다고 지적했습니다.

번스 국무부 차관은 이해관계와 가치관을 공유하는 역사는 터키를 세계에서 미국의 가장 중요한 동맹국의 하나로 만들어주고 있다고 덧붙였습니다.

After meeting with Turkey's Prime Minister Recep Tayyip Erdogan (reh- JEHP tie-YIHP ERR-doh-ahn), U.S. Under Secretary of State for Political Affairs Nicholas Burns said the United States will continue to support very strongly Turkey's prospects for accession, full accession, to the European Union. Mr. Burns said he and Mr. Erdogan also discussed security concerns, including terrorism by the Kurdistan Worker Party, or P.K.K.:

The P.K.K. is a vicious terrorist organization, it deserves universal condemnation. It will have no support from the United States, on the contrary.

Mr. Burns said the U.S. wants to work with Iraq and Turkey to see that. . . .these horrible actions of the P.K.K., are brought to an end.

About Iran's nuclear program, Mr. Burns said the best course is to work with Turkey and many other. . . .European countries, with Russia and China, to convince Iran that diplomacy and negotiations are the way forward and the responsibility lies with Iran to choose negotiations.

The U.S. and Turkey share a common interest in energy. Turkey is the gateway for exports of oil and natural gas from the Caspian region and Iraq to Europe. In the 1990s, the U.S. cooperated with Turkey to develop the Baku-Tbilisi-Ceyhan (jay-HAHN) oil pipeline and the South Caucasus gas pipeline.

Building on that success, the U.S. now seeks to expand this critical energy infrastructure to help Greece, Italy, and Western Europe create a free market for energy supplies in Europe. These efforts, said Mr. Burns, can also help Azerbaijan, Kazakhstan, and Turkmenistan bolster their own independence by providing them access to European energy markets.

In a speech earlier this month, Under Secretary of State Burns said, We look to Turkey, with its one-hundred-sixty-year legacy of modernizing reform, as the most successful example in the world today of a secular democracy within a Muslim society that can inspire reformers in the greater Middle East and beyond. He said this year's elections demonstrated the strong health of Turkey's democracy, the most impressive in the Muslim world.

History, shared interests, and common values, said U.S. Under Secretary of State Nicholas Burns, makes Turkey one of the important allies of the United States anywhere in the world.
