이보다 앞서 힐 차관보는 31일, 이번 실무그룹 회의는 다음 6자회담 본회담을 준비하는 것인 만큼 중요하다고 말했습니다. 힐 차관보는 차기 6자회담에서는 북한 핵 시설 불능화에 필요한 다음 단계 조치들을 마련하는데 촛점이 맞춰질 것이라고 말했습니다. 힐 차관보는 또한 6자회담 참가국들은 북한의 모든 핵 프로그램과 핵 물질의 전면적인 신고를 모색할 것이라고 말했습니다.
힐 차관보는6자회담 1단계 조치로 북한의 영변 핵 시설이 폐쇄됐음을 지적하면서, 2단계 회담에서는 핵 불능화를 위한 추가 조치들이 논의될 것이라고 말했습니다.

힐 차관보는 그같은 목표가 달성된다면 한반도 평화 회의가 이어질 것이라면서, 이는 평화 협정 쳬결로 귀결될 수도 있다고 말했습니다. 힐 차관보는 궁극적인 목표는 항구적인 동북아시아 안보 체제를 구축하는 것이라고 강조했습니다.
힐 차관보는 북한이 반드시 핵 무기를 포기해야 한다는 점에는 의문의 여지가 없다고 말했습니다.
힐 차관보는 북한 핵 계획들은 북한에 전혀 도움이 되지 않는 것이라고 말했습니다. 힐 차관보는 사실상 그런 계획들은 북한을 더 깊은 고립 속으로 몰아넣는 것이라면서 6자회담은 그런 상황을 막기 위한 것이라고 말했습니다.
힐 차관보는 다른 나라들도 핵 무기가 안보 해결책이 아니라는 점과 그 누구의 미래에도 결코 도움이 안된다는 점을 이해하게 되기를 바란다고 덧붙였습니다.
힐 차관보는 이틀 동안의 회담 중에 양측은 외교관계 정상화 방안과 북한을 미 국무부의 테러지원국 명단에서 삭제하는 문제를 논의할 것이라고 말했습니다.
한편, 미국은 최근 집중호우로 북한 주민 다수가 목숨을 잃고 부상자가 속축한 대참사가 발생한 것과 관련해 깊은 애도와 유감을 표시하면서 대북 식량지원문제를 놓고 북한과 협의할 준비가 돼 있다고 31일 밝혔습니다. 미 국무부의 톰 케이시 부대변인은 이날 성명에서, 부시 대통령이 최근 언급한 것처럼 미국인들은 북한인들의 처참한 상황에 동정과 우려를 감추지 못하고 있다면서, 미국은 적절한 감시절차를 포함해 중요한 대북식량문제를 논의하기 위해 북한관리들과 협의할 준비가 돼 있다고 말했습니다.

A senior United States envoy says he is hopeful progress will be made toward scrapping North Korea's nuclear arsenal during bilateral U.S.-North Korean talks this weekend. Lisa Schlein reports for VOA, the talks, which will take place in Geneva, will focus on normalizing relations as part of an international nuclear disarmament deal.
The bi-lateral meeting is in preparation of the six-party talks that are to resume later this month. The members include the north and south Korea, China, Russia, the United States and Japan.
The chief U.S. negotiator, assistant secretary of state, Christopher Hill, says those talks are to figure out the next steps needed to disable North Korea's nuclear facilities. He says the six countries also will seek to obtain a full declaration of all nuclear programs and materials possessed by North Korea.
Hill notes that phase one of these nuclear talks resulted in North Korea shutting down its nuclear facilities in Yongbong. He says phase two of the talks will be a further step toward nuclear disarmanent.
"We are hopeful that we can come up with an implementation arrangement for?the disablement and declaration of facilities. That we could by the end of this year have accomplished this phase two. And, then in the opening of '08, we would begin, what I hope would be the final stage, which is the abandonment of the fissile material, that is the nuclear material already produced. The abandonment of weapons in which the fissile material is."
If this is achieved, Hill says this is likely to lead to a peace conference on the Korean Peninsula that would result in a genuine peace agreement. The ultimate aim, he says, is to achieve a permanent security system in Northeast Asia.
Hill says there is no question North Korea must do away with its nuclear weapons.
"These are programs that are not helping the DPRK. In fact, they are driving the DPRK into a deeper sense of isolation, which we are trying to reverse. And, I hope other countries who have aspirations in this regard would understand that nuclear weapons are not a security solution and they certainly do not help anyone's future."
During this weekend's talks, Hill says the two parties will discuss normalizing bi-lateral diplomatic relations and removing North Korea from the U.S. State Department list of nations that sponsor terrorism.
