‘중국은 인권운동가의 권리 인정해야’ – 미 국부무 부대변인 (E)


중국 당국은 장양용 박사가 뉴욕 과학원이 수여하는 하인즈 페이겔 인권 과학자상을 받기 위해 미국으로 출국하지 못하도록 금지했습니다. 장 박사는 중국 인민 해방군 통합병원의 은퇴한 외과의사로, 지난 2003년 중국 정부가 중증 급성호흡기 증후군, 사스(SARS)의 발생을 은폐하려 했던 것을 폭로한 공을 인정 받아 상을 받게 되었습니다.

장 박사는 지난 2003년 한 외국 언론사에 편지를 보내 베이징 시내 병원에 적어도 백 명이 사스로 입원 중이라고 폭로했습니다. 당시 중국 보건당국은 중국 전역에 사스 환자가 얼마 되지 않는다고 주장했었습니다.

장 박사의 폭로로 중국의 고위 관리들은 외부에 전염병에 관해 중국이 잘못된 정보를 제공했음을 시인하게 되었습니다. 중국의 보건부 장관과 베이징 시장은 면직 당했습니다. 사스로 결국 세계 전역에서 8백명이 넘는 사망자가 발생했습니다. 중국 당국은 생명을 구할 수도 있었을, 정확한 정보 전달을 하지 않은 데 대해 비판 받았습니다.

중국과 외국의 몇몇 언론들은 장 박사를 사스에 관한 진실을 알린 영웅이라며 환영했습니다. 장 박사는 이같은 유명세를 이용해 중국 정부에 대해 지난 1989년 천안문 광장에서 민주주의를 옹호하는 시민 시위대를 강권진압하라고 명령한 과오를 시인하라고 촉구했습니다. 천안문 사태 때 수백 명이 다치거나 사망했습니다. 장 박사는 당시 부상자들을 치료했었습니다. 지난 2004년 장 박사는 중국 입법부에 편지를 보내, 당시의 무력 진압은 불필요했다고 주장했습니다.

이로부터 한 달도 채 안 돼 당시 장쩌민 중국 국가중앙 군사위원회 주석은 장 박사의 구금을 명령했습니다. 몇 달 후 장 박사는 풀려났으나 집으로 돌아간 뒤에도 수개월 동안 정부의 지속적인 감시를 받았습니다. 중국 정부는 장 박사의 언론과의 만남을 허용하지 않았습니다.

중국의 인권 운동가들은 자유롭게 진실을 말하고 쓸 수 있어야 합니다. 미국 국무부의 톰 케이시 부대변인은 그 누구도 단지 개인적인 생각을 밝히고, 정부의 정책에 대해 우려를 표명하거나 불만 사항에 대한 시정을 요구했다고 해서 고통 받아서는 안된다고 말했습니다.

Chinese authorities have barred Dr. Jiang Yanyong [Jah-ng Yan-yoh-ng] from traveling to the U.S. to receive the Heinz R. Pagels Human Rights of Scientists Award from the New York Academy of Sciences. Dr. Jiang, a retired surgeon in the People's Liberation Army, is being honored for having exposed the cover-up of China's severe acute respiratory syndrome, or SARS, outbreak in 2003.

In 2003, in a letter circulated to international news organizations, Dr. Jiang revealed that at least one-hundred people were being treated in Beijing hospitals for SARS. At the time, Chinese medical authorities were asserting that the whole country had only a handful of cases of the disease.

Dr. Jiang's revelation led China's top leaders to acknowledge that they had provided false information about the epidemic. China's public health minister and the mayor of Beijing were fired. SARS ultimately killed eight-hundred people worldwide and Chinese authorities were criticized for failing to provide accurate information that might have saved lives.

Some Chinese and foreign press hailed Dr. Jiang as a hero for bringing out the truth about SARS. He used his new-found influence to urge the Chinese Communist government to admit that it had made a mistake in ordering the military crackdown on pro-democracy demonstrators in Beijing's Tiananmen Square in 1989, during which hundreds were injured or killed. Dr. Jiang treated many of the wounded. In 2004, he wrote a letter to China's legislature speaking out against the crackdown, saying it was unnecessary.

Less than a month later, then-Chairman of the Central Military Commission Jiang Zemin [jah-ng zuh-MEEN] ordered Dr. Jiang detained. After his release several months later, Dr. Jiang was allowed to return home but remained under constant surveillance for a few more months. He is not permitted to give interviews to the press.

Human rights activists in China should be free to speak and write the truth. U.S. State Department deputy spokesman Tom Casey said, "No one should suffer for simply expressing their views, for raising concerns about government policies, and for advocating for the redress of grievances."
