유엔개발계획(UNDP) 대북한지원사업의 부정의혹을 제기했던 직원이 유엔윤리위원회에 내부고발자 보호 대상자로 지정해줄 것을 요청했습니다.
UNDP 북한 파견업무를 수행했던 알바니아인 아트존 슈크르타지씨는 자신이 UNDP의 북한내 위법행위를 노출시킨 혐의로 해고됐다고 말했습니다.
슈크르타지씨는 UNDP가 북한에서 위조지폐를 보관하고 있었으며 북한에서 고용한 직원들에게 북한돈 대신 경화를 지급했다는 우려를 제기한 뒤 재계약에 실패했다고 말했습니다.
UNDP는 그러나 슈크르타지씨의 주장을 부인했습니다. UNDP의 데이비드 모리슨 대변인은 슈크르타지씨에게 그의 주장을 뒷받침할만한 근거를 제출하라고 요청했지만 슈크르타지씨는 이를 거부했다고 말했습니다.
유엔 감사팀은 지난달 조사보고서에서 UNDP가 북한 직원들에게 경화로 월급을 지급했으며 현지 직원을 북한정부를 통해 고용해 유엔규정을 위반했다고 결론을 내린 바 있습니다.

A former employee of the U.N. Development Program in North Korea has applied for "whistleblower" status, saying he was dismissed from his job for revealing the program's wrongdoing.
Albanian Artjon Shkurtaj says the UNDP did not renew his contract after he raised concerns that the agency had kept counterfeit money in its office safe in Pyongyang and paid employees in hard currency rather than local money.
The UNDP denies Shkurtaj's allegations. Spokesman David Morrison says the agency has asked him to submit information about his claim to the inquiry office, but that he has declined to do so.
A U.N. audit released last month shows its agencies in North Korea broke U.N. rules by paying salaries and local vendors' bills in hard currency, and by hiring staff chosen by the Pyongyang government.
