Russian Deputy Prime Minister Sergei Ivanov says his country will take steps to ensure its security if the United States rejects its offer of cooperation on missile defense.

In the Uzbekistan capital, Tashkent, today (Wednesday), Ivanov said Russia will take what he called an "asymmetrical response" to U.S. plans for a missile defense system in Poland and the Czech Republic.

In talks with U.S. President George Bush this week, Russian President Vladimir Putin suggested adding a radar facility in southern Russia to an earlier proposal for joint use of one in Azerbaijan. Mr. Bush promised to consider the offer, but he said the Czech Republic and Poland must be part of a NATO defense system.

In a July fourth message to Mr. Bush, President Putin expressed confidence that U.S.-Russian ties will progress despite disagreements.

Ivanov said if the Russian offer is accepted his country will abandon plans for missile deployments in the Baltic enclave of Kaliningrad, an area cut off from the rest of Russia by Poland and Lithuania.
