잭키 스미스 영국 내무장관은 이번 하향조정은 테러위협이 완전히 사라졌음을 의미하지 않는다며 영국민들에게 경계를 늦추지 말라고 촉구했습니다.
이번 조치는 지난 주 런던과 글래스고의 차량 폭탄테러 시도와 관련해 8명의 용의자들이 체포된데 이어 취해진 것입니다.
앞서 고든 브라운 영국 총리는 이번 테러공격에 외국인 의사들이 개입된 것으로 밝혀지자 의료당국에 외국 의료진 고용절차를 검토하라고 지시했습니다.

Britain has reduced its national security level from its highest level "critical" to "severe" indicating that authorities no longer consider the threat of a terrorist attack to be imminent.
Home Secretary (interior minister) Jacqui Smith said the action does not mean the threat of terrorism has entirely gone away and urged the public to remain vigilant.
The action follows the detention of eight people following car bombing attempts in London and Glasgow last week.
Earlier, British Prime Minister Gordon Brown ordered a review of the recruitment process of foreigners to the country's health service, following the arrests which involved doctors and other medical personnel.
Mr. Brown told Parliament authorities will also expand background checks on immigrants entering the country to fill skilled jobs.
The eight suspects had ties to Britain's National Health Service.
