사회주의 국가, 베트남의 주석이 국가통일과 미국과의 국교 정상화이후, 처음으로 미국을 방문하고 있습니다. 누엔 민 트리엣 주석은 이번 금요일, 22일 죠지 부시대통령과 미국의회 중진의원들과 만납니다. 종전의 적국이었던 베트남과 미국과의 관계는 현재 과거 그 어느때보다도 순풍을 타고 있지만 인권현안만은 여전히 주요 장애요인으로 남아있습니다.

오는 22일 민 트리엣 주석과 부시대통령은 베트남과 미국, 양국간의 자유무역협정체결을 향한 첫단계조치로, 무역투자 기본협정에 서명할 예정입니다.
미국은 베트남의 제 1 수출시장입니다. 미국과 베트남 무역 위원회, 버지니아 후트위원장은 미국 기업계는 트리엣 베트남대통령의 이번 미국방문에 큰 기대감을 갖고 있다고 말합니다.
베트남국가원수가 미국을 찾은 것은 국교 정상화이후 처음있는 일로 양국관계가 그만큼 양호하고 강력함을 말해주는 분명한 조짐인 것으로 누구나 믿고 있다는 것입니다. 이번 베트남 주석의 미국방문중에는 몇가지점에서 양국관계의 신기원이 이룩될 것이라고 후트씨는 지적합니다.
트리엣 주석은 무역협정에 서명하는외에 베트남전쟁중 미군이 베트남밀림지대에 살포했던 고엽제로 후유증을 앓고 있는 베트남인 피해자들에게 도움을 제공하도록 부시대통령에게 요청할것이라고 말해왔습니다.
고엽제는 건강상의 여러가지 다양한 문제를 초래하는 것으로 알려져왔습니다. 미국정부는 고엽제에 노출되었던 미군 병사들에게는 보상금을 지급했지만 베트남인 피해자들에 대해서만은 과거 오랫동안 도움을 주저해 왔습니다.
지난 2년동안 미국은 고엽제에 노출되었던 베트남 여러 지역을 정밀 조사하도록 과학자들을 파견해왔고 지난해 11월 베트남을 방문했을때 부시대통령은 추가지원을 약속하는 협정에 서명한바 있습니다.
이번 트리엣 주석의 미국방문 중에 한가지 껄끄러운 쟁점은 지난 6개월간 베트남정부에 의한 국내 민주화 운동가 탄압 조치를 둘러싼 것입니다.
미국의회와 백악관은 민주화운동가들에 대한 베트남정부의 탄압을 규탄했고 한때 트리엣 주석의 미국 방문은 연기되어야 한다는 위협도 제기되었습니다.
그후 베트남은 몇 명의 반체제 인사들을 석방했습니다.
하바드대학교 케네디정부대학원의 베트남활동 계획책임자인 탐 발렐리씨는 그 문제가 양국관계의 궤도이탈을 초래하지는 않을 것이라고 말했습니다.
트리엣 주석이 이끄는 베트남의 미국방문단은 낸시 펠로시 하원의장을 비롯해 미국의회 중진의원들과 만날 예정이고 그자리에서 미국 의원들은 베트남의 인권현안들을 제기할 것으로 믿는다면서 발렐리씨는 그러나 중요한 사실은 그런 만남이 이루어진다는 점이라고 지적했습니다.
미국과 베트남은 앞으로도 서로간의 견해차를 굽히지 않을 것이라고 분석가들은 전망하고 있습니다. 그러나 트리엣 주석의 이번 방문은 미국과 베트남 모두, 서로간의 관계 호전이 그 무엇보다도 우선시 되어야 한다고 믿고 있음을 분명히 주지시켜준다고 이들 전문가들은 지적합니다.

For the first time, the President of the Socialist Republic of Vietnam is visiting the United States. Nguyen Minh Triet will meet with President Bush on Friday and also will meet with congressional leaders. Relations between the two former enemies have never been better, but human rights issues remain a stumbling block, as Matt Steinglass reports from Hanoi.
In their meeting on Friday, President Triet and President Bush plan to sign a trade and investment framework agreement, the first step toward a bilateral free trade agreement.
The U.S. is Vietnam's number one export market, and Virginia Foote, director of the U.S.-Vietnam Trade Council, says businesses see Mr. Triet's trip as a reassuring sign.
"It's the first post-normalization trip by a head of state, and I think everyone sees it as a sign that the relationship is good, and strong. There are several things happening on this trip that are breaking new ground."
Besides signing the trade agreement, Mr. Triet has said he will talk to Mr. Bush about help for Vietnamese victims of Agent Orange, the herbicide the U.S. sprayed on Vietnamese jungles during the Vietnam War.
Agent Orange has been linked to a variety of health problems. The U.S. has compensated American soldiers who were exposed to the herbicide, but it has long hesitated to help Vietnamese victims.
In the past two years, the U.S. has begun sending scientists to analyze areas that were exposed to Agent Orange, and last November President Bush signed an agreement promising further help.
One sore point on President Triet's trip will be Vietnam's crackdown on democracy activists over the past six months.
The crackdown led to denunciations in Congress and the White House, and at one point threatened to postpone Mr. Triet's visit.
But Vietnam has since released several dissidents.
Tom Vallely, director of the Vietnam program at Harvard's Kennedy School of Government, says the issue is not going to derail the relationship.
"I know that President Triet and his delegation are going to be meeting with Speaker Pelosi (Speaker of the House Nancy Pelosi) and others, and I think they are going to raise issues of human rights with the delegation. But I think the important thing is that they're having that discussion."
Several senior U.S. foreign policy figures have mentioned Vietnam's strategic importance in fighting terrorism and international organized crime in recent articles.
Carl Thayer, a Vietnam expert at the Australian Defense Force Academy, says that is the surest sign of growing U.S. interest in Vietnam.
"The U.S. full well knows that Vietnam is going to be on the U.N. Security Council for a year as Asia's representative. It's a growing economy. So there's a strategic element to all this. Commerce is big, the economic side is big, but the strategic element is much more important."
The U.S. and Vietnam will continue to have differences, analysts say, but Mr. Triet's visit shows that both countries consider their improving relationship too important to set aside.
