President Bush says the time has come to decide the fate of Serbia's breakaway Kosovo province. He says any further talks on the status of the province must have the goal of "certain independence."

Speaking today (Sunday) in the Albanian capital, Tirana, Mr. Bush said he is worried that expectations are not being met in Kosovo, where 90 percent of the population are ethnic Albanians demanding independence from Serbia.

Mr. Bush said a proposal floated last week by French President Nicolas Sarkozy for a six-month delay in implementing a U.N. plan for Kosovo's supervised independence would only work if statehood remains the ultimate objective.

The president also urged Albanian leaders to work with Kosovo's ethnic Albanians to maintain peace and calm until the U.N. Security Council prepares to vote on its independence plan.

The president's stop in Albania is part of his eight-day European trip, which included a Group of Eight summit last week.

ADDITIONAL OPTIONAL MATERIAL

Serbian ally Russia insists that independence in Kosovo would set a dangerous precedent for other breakaway regions in the world. Belgrade has also voiced strong opposition to the U.N. plan for statehood, arguing that Kosovo is the cultural and historic heart of the country.

President Bush - the first U.S. leader to visit the Balkan state - received a warm welcome today in Tirana. Flag-waving supporters lined the streets of the capital. He visits Bulgaria later today.

In Italy Saturday, Mr. Bush met with Prime Minister Romano Prodi. The two leaders agreed that Lebanon's democratically elected government must survive and that Iran must not be allowed to develop nuclear weapons.
