6자회담 미국측 수석대표인 크리스토퍼 힐 국무부 동아시아태평양 담당 차관보는 러시아가 교착상태에 빠져있는 방코 델타 아시아(BDA) 은행 북한 자금 이체와 관련해 도움을 주려하고 있다고 말했습니다.
힐 차관보는 10일 방영될 미국 케이블 텔레비전 C-SPAN과의 사전 녹화 인터뷰에서 국제사회는 BDA 문제의 해법을 찾을 것이며 이 문제가 시간을 오래 끌 것으로 우려하지 않는다고 말했습니다.
힐 차관는 BDA 문제보다 북한이 합의대로 핵계획을 폐기할지의 여부가 가장 우려스럽다고 덧붙였습니다.
북한은 2.13 합의에서 4월 중순까지 영변원자로 가동을 중단할 것이라고 약속했으나 BDA 은행에 묶여있는 북한 자금의 완전한 이체를 요구하며 합의를 이행하지 않고 있습니다. 북한 자금 2천 5백만달러를 이체해 주기로 약속했던 미국은 기술적인 문제 때문에 이체에 어려움을 겪고 있다고 말하고 있습니다.
세계 대부분의 금융기관들은 신용 불이익 등을 우려해 북한자금 이체를 꺼리고 있습니다.

The U.S. negotiator in six-party talks on North Korea's nuclear program says Russia is trying to help end a financial dispute that is holding up the disarmament process.
Christopher Hill said in an interview to be broadcast Sunday (on the U.S. cable channel C-SPAN) he believes the international community will find a solution to the financial dispute and is not worried about it in the long run.
North Korea has refused to shut down its main nuclear reactor as promised in February. Pyongyang is insisting that it first receive 25 million dollars that were frozen in a Macau bank after the United States said the funds were tied to alleged money laundering. The U.S. says the funds have been unfrozen but technical complications have slowed the transfer of the funds.
Hill says what he is most concerned about is whether North Korea can be persuaded to stop its nuclear program, which he says the North has been putting effort into for decades.
