알카에다의 승리는 온건한 이라크 정부 전복 위험 (E)


미국의 조지 부시 대통령은 2001년 9월 11일 뉴욕과 워싱턴에 대한 테러분자들의 공격 이후 미국과 영국은 미국에 대한 여러 건의 대규모 알카에다 테러공격 계획을 사전 분쇄했다고 말했습니다. 부시 대통령은 2006년엔 영국 당국이 미국으로 향하던 여객기 폭파 음모를 사전에 적발해 저지시켰다고 말했습니다.

미국의 정보기관들은 이 음모가 실행 2~3주 전에 적발된 것으로 믿고 있으며, 만약 이 음모가 실행에 옮겨졌더라면 9/11 테러공격으로 인한 사망자 수와 파괴에 뒤지지 않는 엄청난 피해를 냈을 것이라고 부시 대통령은 지적했습니다.

미국은 9/11 테러공격 이후 또다른 2건의 항공기 폭파음모를 사전 분쇄했습니다. 하나는 테러요원들을 보내 항공기를 납치한 후 미국 서해안에서 가장 높은 고층건물에 돌진해 충돌시키겠다고 거듭 밝혔던 9/11테러공격 주모자 칼리드 쉐이크 모하마드의 테러음모라고 부시 대통령은 밝혔습니다.

부시 대통령은 바로 두달 전 쿠바 관타나모 기지에서의 심문에서 칼리드 쉐이크 모하마드는 테러분자들이 로스앤젤레스의 최고층 건물인 ‘라이브러리 타워’를 공격 목표로 삼았던 사실을 시인했다고 말했습니다.

부시 대통령은 이제 이라크가 알카에다 테러작전의 또다른 주요 위협이 되고 있다고 지적했습니다.

오사마 빈 라덴은 이라크에서의 투쟁을 숙명적인 전쟁이라고 밝히고, 이라크에서 알카에다가 승리하는 것은 미국과 그의 동맹국들에 패배와 치욕을 의미한다고 말했습니다. 이것이 바로 오사마 빈 라덴이 그의 심복 중의 하나이며 이라크 태생 테러분자인 아브드 알-하디 알-이라키를 이라크의 알카에다 작전 총책으로 파견했던 이유라고 부시 대통령은 밝혔습니다.

그러나 아브드 알-하디는 지난 2006년 이라크에 잠입하기 전에 체포됐습니다.

알카에다는 미국과 동맹국들을 이라크에서 몰아내고 새로운 테러 은신처를 만들려 하고 있다고 부시 대통령은 지적했습니다.

부시 대통령은 미국의 정보기관들은 알카에다 지도자들이 중동의 심장부이며 현재 그들의 가장 활발한 전선인 이라크에서의 승리를 종교적, 전략적 소명으로 보고 있는 것으로 판단하고 있다고 밝혔습니다.

만일 알카에다가 이라크에서 승리한다면 이들은 중동지역에서 온건한 이라크 정부를 전복해 그들의 증오의 이념을 수많은 사람들에게 전파하고, 미국과 다른 나라들에 대한 새로운 공격을 시작하는 기지로 전환하는 등 그들이 공언해온 목표를 계속 추구하게 될 것이라고 부시 대통령은 덧붙였습니다.

부시 대통령은 이라크에서의 승리는 미국에 절대로 필요하다고 강조했습니다.

The U.S. broke up two other post-Nine-Eleven aviation plots. One, says Mr. Bush,
was a plot by Nine-Eleven mastermind Khalid Sheikh Mohammad to repeat the
destruction of Nine-Eleven by sending operatives to hijack an airplane and fly it
into the tallest building on the West Coast of the United States:

Bay [Cuba] just two months ago, Khalid Sheikh Mohammad stated that the
intended target was the Library Tower in Los Angeles." (END ACT)

Iraq, says President Bush, is another key theater of al-Qaida's terrorist
operations. Osama bin Laden has called the struggle in Iraq a "war of destiny"
and said that an al-Qaida victory there would mean "defeat and disgrace" for the
United States and its allies. That is why, says President Bush, the al-Qaida leader
sent one of his most trusted advisers, an Iraqi-born terrorist named Abd al-Hadi
al-Iraqi, to run al-Qaida's operations in Iraq. Abd al-Hadi, however, was captured
in 2006 before he was able to reach Iraq.

Al Qaida wants to drive the United States and its allies out of Iraq so it can
establish "a new terrorist sanctuary," says President Bush:

believes that 'al-Qaida leaders see victory in Iraq -- the heart of the caliphate and
currently the most active front in their war -- as a religious and strategic
imperative.' If al-Qaida succeeds in Iraq, they would pursue their stated goals of
turning that nation into a base from which to overthrow moderate governments in
the region, impose their hateful ideology on millions, and launch new attacks on
America and other nations." (END ACT)

Victory in Iraq, says President Bush, "is vital for the United States of America."
