최근 아제르바이잔의 바쿠 지방법원은 일간지 ‘사나트’ 신문의 라피크 타지 기자에게 이슬람과 예언자 무하마드에 비판적인 기사를 썼다는 이유로 3년 징역형을 선고했습니다.
이 신문의 사미르 사다카토굴루 편집국장은 4년형을 선고받았습니다.
‘유럽과 우리들’이란 제하의 이 기사는 지난 2005년 11월에 게재됐습니다. 아제르바이잔과 이란의 회교 극단주의자들은 두 언론인에 대한 사형선고를 촉구하는 파트와를 발표했습니다.
미국 국무부는 미국은 기사에서 표현된 타지 씨의 의견을 공유하지는 않지만, 개인적인 입장을 표현할 수 있는 모든 아제르바이잔 국민의 권리를 지지한다고 말했습니다.
자신의 견해를 평화적으로 표현했다는 이유로 언론인들을 구금하는 것은 아제르바이잔에서 표현과 출판의 자유에 대한 부당한 제한의 한 사례입니다.
현재 아제르바이잔에서 탄압받는 언론인들의 수가 점점 늘어나고 있습니다. 아제르바이잔의 두개 신문의 편집장인 에이눌라 파툴라예프 씨는 정부를 비판한 한 기사에서 아제르바이잔인들의 명예를 훼손했다는 이유로 2년 징역형을 선고받았습니다. 파툴라예프 씨와 함께 일하는 우제이르 자파로프 씨는 두명의 깡패들로부터 심하게 구타당했습니다.
미국 대사관의 조나단 헤니크 대변인은 자파로프 씨에 대한 구타는 정당화될 수 없다고 말했습니다.
유럽 안보협력기구의 미클로스 하라스즈티 언론자유 대표는 아제르바이잔에서 언론의 자유가 당국의 탄압을 받고 있다고 지적했습니다. 비정부기구인 ‘제 19조’와 ‘국경없는 기자들’과 ‘언론인보호위원회’들도 아제르바이잔에서 벌어지고 있는 언론인 투옥을 비난했습니다. 미국의 카렌 휴즈 국무부 대외홍보담당 차관은 미국은 언론의 자유에 총력을 다할 것이라고 말했습니다.
전세계의 많은 나라에서 매일 생명의 위험을 무릅쓰고 취재 활동을 벌이고 있는 기자와 편집자, 프로듀서, 카메라맨, 프리랜서 등 용기있는 모든 언론인들은 미국이 사상의 자유와 민주적인 표현을 지지한다는 측면에서 항상 그들과 함께한다는 사실을 명심하기 바란다고 카렌 휴즈 차관은 말했습니다.
최근 미국은 이런 문제들에 대한 이해를 개선하고, 표현의 자유 등 기본적인 권리를 보호하기 위해 언론의 자유 등 민주주의와 인권문제에 관해 아제르바이잔 정부와 대화를 시작했습니다.

A court in Baku sentenced Rafik Tagi [rah-feek TAH-gee], a correspondent for the newspaper Sanat [SAH-naht], to three years in prison for an article critical of Islam and the Prophet Muhammad. The newspaper's editor, Samir Sadagatoglu [sah-meer sah-dah-gaht-oh-gloo], received a four-year sentence. The article, entitled "Europe and Us," was published in November 2006. Islamic extremist clerics in Azerbaijan and Iran have issued fatwas calling for the death of the two journalists.
The U.S. State Department says the U.S. does not share the opinions expressed in Mr. Tagi's article, but supports the right of every Azerbaijani to express his or her own position. The imprisonment of the journalists for peaceful expression of views is an example of undue limits on freedom of expression and press in Azerbaijan.
The number of journalists mistreated in Azerbaijan continues to grow. Eynulla Fatullayev [Eh-nool-lah fah-tah-LEH-ev], editor of two Azerbaijan newspapers, was sentenced to more than two years in prison for allegedly libeling Azerbaijanis in an article critical of the government. Uzeir Jafarov [oo-zay-ear JAH-fah-rov], a co-worker of Mr. Fatullayev, was brutally beaten by two hoodlums. U.S. Embassy spokesman Jonathan Henick said the beating of Mr. Jafarov has "no justification."
"Media freedom in Azerbaijan is under growing pressure from the authorities," said Miklos Haraszti [hah-rahz-tee], representative on freedom of the media for the Organization for Security and Cooperation in Europe. The non-governmental organizations Article Nineteen, Reporters Without Borders, the Committee to Protect Journalists and other groups have also condemned the imprisonment of journalists in Azerbaijan.
Under Secretary of State for Public Diplomacy and Public Affairs Karen Hughes says the U.S. is committed to a free press:
"To all the courageous journalists -- writers, editors, producers, cameramen, freelancers -- who are daily risking your lives in many countries around the world, we want you to know that America stands with you in supporting freedom of thought and democratic expression."
The United States recently launched a dialogue with the government of Azerbaijan on democracy and human rights issues, including media freedom to improve d understanding on these issues and to protect basic rights, including freedom of expression.
