지령하달, 새요원 모집 - 인터넷 활용 늘리는 테러단체들 (E)


인터넷 기술 발달과 함께, 테러분자들도 인터넷을 주요 통신 수단으로 활용하고 있는 것으로 나타났습니다. 최근 미국 의회에 제출된 보고서에 따르면 테러집단들은 인터넷을 통해 지령을 전달하고, 새 조직원도 모집하고 있습니다. 이 보고서는 또 미국 정부가 인터넷 공간에서 테러집단에 대항할수 있는 태세가 미흡하다고 지적했습니다. 의회에서 ‘미국의 소리 방송’ 기자가 보내온 소식입니다.

미국 워싱턴 소재 조지워싱턴대학교의 국가안보정책연구소에서 제작을 주관한 이번 보고서에 따르면 테러집단들은 갈수록 복잡하게 인터넷을 활용하고 있습니다. 이들은 인터넷을 통해서 새 조직원을 모집하고, 정치적 지원과 재정 지원도 확보합니다.

이 보고서는 3일 미국 의회 상원 내 국가안보 및 국정위원회에서 공개됐습니다. 위원회 의장인 조 리버맨 상원의원은 테러집단의 인터넷 활용을 경고했습니다.

리버맨 의원은 “테러집단은 인터넷을 과격한 선동의 도구로 활용하고, 이를 통해 조직원도 모집한다”며 “이들은 테러 활동에 있어서 컴퓨터 좌판과 칼라스니코프 소총은 같은 역할을 한다는 표어를 갖고 있다”고 말했습니다.

위원회 공동 의장인 프랭크 칠루포 의원도 온라인 채팅이 테러집단이 도구가 되고 있다고 지적했습니다.

칠루포 의원은 “이제 인터넷 채팅이 이슬람 사원과 집회 장소, 커피숍을 대신해서 과격 선동과 조직원 모집의 장소가 되고 있다”고 말했습니다.

이 보고서에 따르면 테러집단들은 인터넷을 통해 더욱 빠르게 과격 주의를 전파하고 있습니다. 이들은 폭력을 사용하거나 지원해서 사회를 바꾸려는 의도를 갖고 있습니다.

미국 국방부에서 공공 정책을 담당하는 마이클 도란 부차관보도 이번 보고서 작성에 참여했습니다.

도란 부차관보는 “인터넷이 과거와는 완전히 다른 새로운 테러 조직을 가능하게 했다”며 “인터넷은 가상 공간에 존재하기 때문에 이념만 맞으면 개인이 직접 만나지 않고도 인터넷을 통해 테러 공격을 추진할 수 있다”고 말했습니다.

특히 테러집단들은 미국 정부 처럼 이들의 위치를 추적하는 세력에 맞서서 수시로 인터넷 상의 주소를 바꾼다는 것이 도란 부차관보의 설명입니다.

도란 부차관보는 미국이 자유의 힘이라는 가장 강력한 무기를 활용해서 테러집단의 활동에 보다 적극적으로 대처할 수 있을 것이라고 말했습니다.

폭정과 불관용, 그리고 폭력적인 극단주의등 테러집단의 추종이념에 대응해서, 자유와, 관용, 그리고 상호에게 유리한 협력이라는 대안을 제시하고 알려야 한다는 것입니다.

보고서 작성 위원회는 특히 미국이 더 많은 관련 요원을 채용해서 채팅공간을 검열하고, 이슬람권과의 관계 개선을 위해서도 인터넷을 통한 문화교류와 대화를 공고히 할수 있는 노력을 배가할 것을 권고했습니다.

INTRO: A new report prepared for the U.S. Congress says the worldwide web has become a key tool used by terrorists to spread their message and recruit followers. The study says the U.S. government has not done enough to fight the terrorists in cyberspace. VOA's Deborah Tate reports from Capitol Hill.

TEXT: The study, prepared by a task force under the direction of the George Washington University Homeland Security Policy Institute, says terrorist organizations have become more sophisticated in using the Internet to recruit new fighters, sympathizers and financial supporters.

The report was presented Thursday to the Senate Homeland Security and Governmental Affairs Committee, chaired by Senator Joe Lieberman of Connecticut, who calls himself an independent Democrat:

"The task force report tells us that the people who create these web-based extremist propaganda and recruitment operations have a slogan, and it is 'keyboard equals Kalashnikov.'"

The co-chairman of the task force, Frank Cilluffo, says on-line chat rooms have become a favorite tool of terrorists.

"Internet chat rooms are now supplementing and replacing mosques, community centers and coffee shops as venues for recruitment and radicalization."

The report says the Internet has served as a vehicle for spreading an extremist belief system, including the willingness to use or support violence to bring about social change.

Task force member Michael Doran is Deputy Assistant Defense Secretary for Support to Public Diplomacy:

"In fact, the web has created conditions that make it possible for us to imagine a wholly new type of terrorist network, one that is almost entirely virtual, composed of individuals who are not personally known to each other, but who are animated by the same ideology and willing to coordinate actions in pursuit of it."

Doran says some groups change their web servers frequently - sometimes daily - posing a challenge to those in the U.S. government who are working to locate hostile sites and assess their content.

He says the U.S. government could do more to counter terrorist ideology on-line by using what he calls the strongest weapon in the U.S. arsenal, the power of freedom.

"The answer to the terrorist message of tyranny, intolerance, and violent extremism is to effectively communicate the alternative vision: freedom, tolerance and mutually beneficial cooperation."

The task force also recommends the United States hire more intelligence officers to infiltrate chat rooms and step up efforts to forge better relations with the Muslim world through cultural exchange and dialogue. (signed)
