부시 대통령, 이민법 개정 노력 촉구 (Eng)

부시 대통령은 28일 마이애미 데이드 대학 졸업식에 참석해 졸업생들과 그 가족들을 축하했습니다.

부시 대통령은 이 지역은 미국내 최대 이민자 밀집 지역 가운데 하나로 재학생의 50퍼센트 이상이 영어외의 다른 언어를 사용하며 성장했음을 지적했습니다.

부시 대통령은 이같은 다양성이야말로 지역사회의 커다란 힘가운데 하나이며, 대학발전의 큰 힘이자, 바로 미국의 위대한 힘이라고 강조했습니다.

부시 대통령은 졸업생들에게 그들의 꿈을 이룰것을 강조하고, 그들의 문제이기도 한 이민법 개정 문제에 관해 목소리를 높여줄 것을 촉구했습니다.

부시 대통령은 지역사회의 대부분이 히스패닉계인 이 지역의 주민들은 특히 이민법 개정문제에 관해 그들의 목소리를 높일 특별한 의무가 있다고 강조했습니다.

부시 대통령은 헌법이 존중되고 합법적인 경제적 요구에 부합하며 , 미국에 새로오는 사람들이 미국사회의 일원이 되도록 인간에 대한 존엄성을 가지고 도와줄 제도가 필요하다고 역설했습니다.

지난해 부시 대통령의 공화당 의원들은 포괄적 개혁안 표결 노력을 차단하고 그대신 국경의 장벽을 확대하고 다른 보안조치들을 강화한 조치를 승인한 바 있습니다.

부시 대통령은 보다 확대된 개혁 노력의 일환으로서 국경 안보 강화조치는 지지한다고 말했습니다.

부시 대통령은 그러나 어떠한 포괄적 개혁안도 반드시 초청 노동자 프로그램과 미국에 이미 거주하고 있는 1천 2백만 불법 체류자들의 지위를 해결하는 내용이 포함되어야 한다고 강조하고 있습니다.

부시 대통령은 이 모든 문제점들이 다함께 해결돼야 한다면서 그렇지 않으면 결국 아무것도 해결되지 못한다고 말했습니다.

이날 연설에 앞서 부시 대통령은 이전의 포괄적 이민법 개정안에 반대했던 의원들로부터 지지를 얻고 있음을 시사했습니다.

해리 리드 상원 민주당 원내 대표는 다음달 이민법 개정안에 대한 토론을 개최할 계획이라고 말하고 있습니다.

하원의원들은 다음주 이에 관해 토론할 것으로 예상됩니다.

부시 대통령은 또 이날 이지역 최대 쿠바계 주민들과 공산치하에서 살고 있는 쿠바 국민들에 관해서도 연설했습니다.

부시 대통령은 쿠바 지도자 피델 카스트로를 언급하면서, 모든 독재 정권의 종말이 가까와지고 있으나 자유에 대한 열망은 결코 끝이 없다고 강조했습니다.

지난해 장수술을 받으면서 동생 라울에게 권력을 이양한 카스트로는 현재 회복중에 있으며 그가 국가 평의회 의장으로 다시 복귀할 지는 아직 불분명합니다.

President Bush has called on Congress to make new efforts at immigration reform. VOA's Brian Wagner reports that Mr. Bush made the call in a speech to college graduates in Miami.

President Bush congratulated graduates and their families during the commencement ceremony at Miami Dade College. The president noted the area has one of the largest immigrant populations, and that more than half of the students at the community college were raised speaking a language other than English.

"This diversity is one of the great strengths of this city, it is one of the great strengths of this college, and it is one of the great strengths of America."

Mr. Bush urged graduates to strive to achieve their dreams, and he asked them to speak out on issues that matter to them. He said residents in the mostly Hispanic community have a special responsibility to raise their voices on the issue of immigration reform.

"We need a system where our laws are respected. We need a system that meets the legitimate needs of our economy. And we need a system that treats people with dignity and helps newcomers assimilate into our society."

President Bush has been pressing lawmakers in Congress to propose reforms that will address concerns about the flow of illegal immigrants into the United States.

Last year, members of the president's Republican party in the House of Representatives blocked efforts to vote a comprehensive reform bill. Instead, lawmakers approved a measure that extended border barriers and increased other security measures.

President Bush says he backs improving border security as part of wider reform efforts. But he said any comprehensive deal must include a guest worker program and measures to resolve the status of some 12 million illegal immigrants living in the country.

"We must address all elements of this problem together - or none of them will be solved at all."

In an earlier speech Saturday, Mr. Bush suggested he is gaining support from lawmakers who opposed earlier comprehensive reform proposals.

The Democratic leader in the Senate, Harry Reid, has said he plans to hold a debate on immigration proposals next month. Members of the House are expected to discuss the issue in the coming weeks.

Mr. Bush also used the speech in Miami to send a message to the area's large Cuban-American population, and to residents of Communist-ruled Cuba. Referring to Cuban leader Fidel Castro, the president said the reign of every tyrant comes to an end, and the desire for freedom is never-ending.

Mr. Castro has been recovering from stomach surgery he underwent last year, when he handed power to his brother, Raul. It is unclear whether he will resume his full duties as president.
