U.S. Defense Secretary Robert Gates has invited Russia to become a partner in U.S. plans for a missile defense system in Europe. But Moscow has rejected the offer, refusing to endorse a planned U.S. missile shield in Poland and the Czech Republic.
Gates issued the invitation in a prepared statement delivered (Monday) in Moscow to Russian Defense Minister Anatoly Serdyukov. The Russian later told reporters the U.S. plan is "a seriously destabilizing factor" for his country.
Gates later met with President Vladimir Putin, who then discussed the plan with President Bush by telephone. Neither the Kremlin nor the White House disclosed details of that conversation.
Washington wants to deploy 10 interceptor missiles in Poland and guidance radar in the Czech Republic, to defend against what it calls a serious missile threat from Iran.
