A report based on a survey of the 192 members of the U.N. General Assembly says the Security Council should expand on a temporary basis, until disputes about permanent expansion can be resolved.
The report, released by the U.N. Friday, was prepared by the ambassadors from Chile, Croatia, Cyprus, Tunisia and the Netherlands, who served as facilitators. They found wide support to expand the Security Council beyond its current 15-member makeup. But they acknowledge that national and regional rivalries over
who should be granted a seat have scuttled past efforts to reform the Council.
The report says expanding the Security Council should be based on a country's contribution to peace and security, and geographical distribution. It should also address the low representation of developing nations and smaller states.
