에비에이션 위크의 크레이그 코볼트 선임 편집장은 이 보도에서 전세계에 걸친 미사일 활동과 그 관련 움직임에 관한 정보를 중점적으로 수집하는 미국의 미사일경보 위성체제를 운영하는 고위 실무급 관계자들의 정보에 근거한 것이라고 밝히면서 이들은 당초 이란의 미사일 활동에 중점을 두어 관찰해오는 가운데 중국의 미사일 활동 강화가 포착했다고 전하고 있습니다.

이란이 미사일 개발실험을 강화하고 있는 것은 분명한 일이지만 중국의 미사일 개발실험이 아주 대단히 뚜렸하게 나타났으며 이는 미국과 중국간의 군사적 상황에 비추어 크게 주의를 끄는 것이라고 코볼트 편집장은 지적했습니다.

문: 중국의 중.장거리 탄도 미사일 개발실험이 어떤 수준에서 몇 번이나 있었는지 알려졌습니까?

답: 네, 중국의 미사일 상황이 아주 구체적으로는 알려지지 않고 있습니다. 단지 미국의 방위문제 전문가들의 추산으로 타이완을 겨냥해 배치된 미사일수가 수 백기에 달한다는 정도밖에 달리 알려진 것은 없습니다.

그런데 중국의 미사일 개발실험 확대는 다른 분야의 군사능력과 관련해 미국이 보다 크게 주의를 기울이도록 만들고 있습니다. 중국이 금년 1월에 위성요격 미사일 실험발사에 성공한후에 더욱 그렇습니다. 중국은 미국과 대결하게 될 경우 미국을 핵으로 공격할 수 있는 미사일을 배치해 놓은 것으로 미국 정보당국은 판단하고 있는 것으로 알려졌습니다.

답: 네, 그렇습니다. 에비에이션 위크의 크레이그 코볼트 편집장은 미국과 중국간에 현재 아무런 군사적 위기가 없다고 본다면서 그렇지만 미국의 합참의장인 피터 페이스 대장이 최근 베이징을 방문한 것은 미국이 그러한 잠재적 위기를 의식하고 있다는 징조라고 지적합니다.

The aerospace and defense industry publication, Aviation Week, reports new U.S. intelligence findings that China is stepping up its tests of medium and long-range ballistic missiles. The report comes in the issue of the magazine dated today (Monday). VOA's Stephanie Ho reports from Washington.

Aviation Week's senior editor Craig Covault said he based his article on discussions with the officers and managers who run the U.S. missile warning satellite system, which gathers information about missile activities around the world.

He said his initial intention was to talk to them about Iran.

"So, the discussion was really focused initially in Iran. And the U.S. Air Force officers said certainly, there's an acceleration of testing in Iran. But then they called my attention to their findings that, in fact, the test activity in China is very much distinctive in its own right for the U.S. military posture between China and the United States."

He gave no definite numbers for how many missile tests China has conducted, other than to say the amount of testing has increased in a way he described as "extensive" and "surprising."

He said increased Chinese missile activity is especially significant with relation to Taiwan, an island Beijing considers part of Chinese territory and has vowed to retake by force if it declares independence.

"They are demonstrating many new tactics and strategies in how they would deploy these missiles were they ever planning to attack Taiwan or even attempting to deter the U.S."

The United States has promised to help Taiwan defend itself against attack by mainland China. U.S. defense analysts say China has hundreds of missiles aimed at Taiwan.

Covault added that the U.S. government already has reason to pay greater attention to China's military capabilities, following Chinese demonstration of an anti-satellite weapon in January.

China's Ambassador in Washington, Zhou Wenzhong, said recently Beijing's space ambitions are peaceful.

"China is against militarization of outer space. China is against weaponization of outer space. China stands ready to work with other countries for an agreement against arms race in outer space, and that remains China's position."

Covault said there is no military crisis between China and the United States. But he pointed to a recent visit to Beijing by General Peter Pace, the chairman of the U.S. Joint Chiefs of Staff, as a sign Washington is aware of the potential for crisis.

General Pace called for a hotline to be set up between Beijing and Washington, to reduce the chances of miscalculation at a time when missiles can be fired in minutes.
