미국은 30일 미국 제조업자들이 중국 정부의 불공정한 보조금으로 혜택을 받고 있다고 주장하는 중국산 도피지 수입에 대해 새로운 관세를 부과하기로 결정했습니다.
카를로스 구티에레스 상무장관은 이같은 결정은 비시장 경제권으로부터 수입되는 보조금을 받는 상품에 관세를 부과하지 않던 종전의 미국 정책에 일대 전환을 가져왔습니다.
관계자들은 정부통제 경제에서는 정부보조 규모를 판정하기가 거의 불가능하다고 주장했습니다.
그러나 구티에레스 장관은 중국의 거대하고 성장하고 있는 경제는 이제 선진국 대우를 받아야 하며, 미국 제조업자들에게 공정한 경쟁 기회를 주기 위해 관세를 부과해야 할 것이라고 말했습니다.

The United States is imposing new taxes on imports from China of coated paper that a U.S. manufacturer says benefit from unfair Chinese government subsidies.
Friday's decision by Commerce Secretary Carlos Gutierrez changes long-standing U.S. policy of not applying duties to subsidized goods from non-market economies. Officials had argued that it was nearly impossible to determine subsidy levels in a government-controlled economy.
But Gutierrez says China's huge and growing economy should now be treated like other developed nations - and should get slapped with tariffs to give U.S. manufacturers a fair chance to compete.
Anger over the huge U.S. trade deficit with China, which hit a record 233 billion dollars last year, is fueling congressional interest in tougher trade legislation.
