크리스토퍼 힐 국무부 차관보는 기자들에게 방코델타아시아, BDA 은행에 가한 금융제재는 더 이상 문제가 되지 않으며, 북한의 핵무기 개발계획과 관련한 6자회담을 방해하지 않을 것이라고 말했습니다.
힐 차관보는 미국이 불법행동을 의심해 조사를 벌여온 BDA 은행에 동결된 북한 계좌 2천4백만달러의 운명에 대해 마카오 당국이 곧 발표할 것으로 기대한다고 말했습니다.
북한측 6자회담의 수석대표인 김계관 부상은 17일 동결된 북한자금이 해제되지 않는 한 북한은 핵계획 포기로 나아가기 위한 2.13 합의를 이행하지 않을 것이라고 말한 바 있습니다.
2.13합의는 북한이 60일 이내에 에너지 등 원조와 외교관계 개선을 대가로 북한의 영변원자로를 폐쇄, 봉인하고 국제 핵사찰단을 북한으로 복귀시킬 것을 요구하고 있습니다.
힐 차관보는 북한측의 그러한 언급에도 불구하고 북한은 2.13합의를 예정대로 이행하고 있다고 말했습니다. 하지만 힐 차관보는 남북한과 중국, 일본, 러시아의 6자회담 대표들은 3월 19일 베이징에서 재개되는 6자회담에서 60일 이후의 단계별 과정에 대해 논의할 필요가 있다고 말했습니다.
힐 차관보는 우리는 미리 진행일정을 준비할 필요가 있고, 그것을 논의해야 한다고 생각한다고 말했습니다. 하지만 힐 차관보는 북한은 논의의 촛점을 60일 동안의 의무사항 이행에 맞추기를 희망할 것이라고 생각한다고 말했습니다. 그럼에도 불구하고 힐차관보는 우리는 계속해서 전진을 이뤄야 할 것이라고 말했습니다.
미국 재무부는 지난 14일 방코델타아시아 은행이 북한의 돈세탁과 달러화 위조 행위를 도왔다고 발표하면서 조사를 종결하고, 모든 미국 은행들에 BDA 은행과의 업무를 중단하도록 공식 지시했습니다.
방코델타아시아 은행은 불법행위를 알고있었다는 사실을 전면 부인했고 중국의 외교부 대변인도 미국의 금지조치를 “유감스러운 일”이라고 말했습니다.
북한은 미국의 금융제재를 이유로 일년이상 6자회담에 참여하기를 거부해 왔었습니다. 하지만 미국은 지난해 12월 북한과 이 문제를 논의하기로 동의했으며, 이로인해 지난 2월 북한이 비핵화를 위한 시한을 정하는데 합의하는 등 6자회담에서 돌파구가 마련됐습니다.
중국의 관영 신화통신은 탕자쉬안 중국 외교담당 국무위원의 말을 인용해 북한과 미국은 동결된 자금에 대한 분쟁을 해결했으나 구체적인 합의 내용은 언급하지 않았다고 보도했습니다.
이는 미국으로부터 북한계좌의 해제 결정권을 넘겨받은 마카오특구 정부에 막강한 영향력을 행사하는 중국 정부의 외교담당 최고위 당국자가 BDA 문제의 해결을 공식 확인한 것입니다. 이와 관련해 한 고위 당국자도 BDA와 관련해 남은 쟁점이 없으며 북한도 BDA 처리 문제와 관련해 더 이상 반발하지 않을 것이라고 말했습니다.

The U.S. chief negotiator on North Korea's nuclear programs says sanctions against a Macau bank for allegedly helping North Korean money laundering are no longer an obstacle to six-nation talks. As Daniel Schearf reports from Beijing, the financial sanctions have been a key problem to de-nuclearizing North Korea.
The chief U.S. negotiator on the nuclear talks, Christopher Hill, told reporters financial sanctions against Banco Delta Asia are no longer an issue and would not obstruct six-nation negotiations on North Korea's nuclear programs.
Ambassador Hill said he is expecting an announcement very soon on the fate of about 24-million dollars in North Korean accounts at the bank frozen by Macau authorities for investigation under U.S. suspicions of illicit activity.
North Korea's chief negotiator to the talks Kim Kye-Kwan said Saturday North Korea would not implement a February agreement to move towards giving up its nuclear programs until the accounts were unfrozen.
The agreement calls for North Korea to shut down its main Yongbyon nuclear reactor and allow international nuclear inspectors back into the country within 60 days in exchange for aid and diplomatic incentives.
Despite the comments, Hill said North Korea is on schedule with the agreement. But he said negotiators from the two Koreas, China, Japan, and Russia needed to work out a step-by-step process beyond that two-month plan when they meet beginning Monday for talks in Beijing.

Wednesday, the U.S. Treasury Department finished its investigation of the Macau bank, declared it guilty of helping North Korea with money laundering and counterfeiting and officially banned U.S. banks from doing business with the family-owned operation.
The bank denied knowledge of any wrongdoing and China's foreign ministry spokesman called the ban "regrettable." North Korea had refused to participate in talks on its nuclear programs for more than a year because of the sanctions. But the United States agreed to discuss the issue in December, leading to the breakthrough agreement in February on a timetable for de-nuclearization.
China's official Xinhua News Agency quoted Chinese State Councilor Tang Jiaxuan as saying North Korea and the United States had worked out a solution to the frozen funds, but did not elaborate.
