양 측은 오는 19일부터 북한 핵 계획에 관한 6자회담이 재개될 예정인 가운데 이같은 입장차이를 보이고 있습니다.
북한은 미국이 마카오의 방코델타아시아 은행 (BDA)의 동결된 자금을 모두 해제할 때 까지 핵 개발 계획을 중단하지 않을 것이라고 말했습니다.
북한측 6자회담 수석대표인 김계관 외무성 부상은 17일 중국 베이징에서 이같이 말했습니다.
그러나 미국 재무부 고위 관리는 동결된 북한계좌 해제문제는 미국이 아니라 마카오 당국에 달렸다고 말했습니다.
대니얼 글레이저 미 재무부 테러, 금융범죄 담당 부차관보는 17일 마카오 당국자들과 BDA 문제를 논의했습니다.
마카오 당국은 지난 2005년 돈세탁 등 북한의 불법활동을 도왔다는 혐의로 미국이 BDA에 대해 제재조치를 취하자 약 BDA의 북한계좌 약 2천4백만 달러를 동결시켰습니다.

U.S. and North Korean officials are disagreeing on how to resolve a dispute over millions of dollars in North Korean funds that are on hold at a bank in Macau.
Their dispute comes just as participants in the six-party nuclear talks are preparing to resume negotiations Monday in Beijing.
Pyongyang's top nuclear envoy (Kim Kye Kwan) today (Saturday) said his country will not close its main nuclear facility until the United State releases the funds.
But, a senior U.S. Treasury Department official responded by saying it is up to Macau authorities, not the United States, to release the funds from Macau's Banco Delta Asia.
Daniel Glaser, (the department's Deputy Assistant Secretary for Terrorist Financing and Financial Crimes) discussed this issue with authorities in Macau today.
Macau froze nearly 24 million dollars in North Korean assets after Washington imposed restrictions on Banco Delta Asia in 2005, accusing it of laundering money from North Korea's illicit activities.
