북한은 미국이 마카오의 방코델타아시아 은행 (BDA)의 동결된 자금을 모두 해제할 때 까지 핵 개발 계획을 중단하지 않을 것이라고 말했습니다.
북한측 6자회담 수석대표인 김계관 외무성 부상은 17일 중국 베이징에서 이같이 말했습니다.
김계관 부상은 오는 19일부터 재개되는 북핵 6자회담에 참석하기 위해 베이징을 방문하고 있습니다.
미국 재무부 고위 관리는 동결된 북한계좌 해제문제는 이제 미국이 아니라 마카오 당국의 소관이라고 말했습니다.
대니얼 글레이저 재무부 테러, 금융범죄 담당 부차관보는 17일 이에 관한 문제는 마카오 당국자들과 논의했다고 말했습니다.
미국은 지난 2005년 북한이 돈세탁과 위조지폐 제조 등 불법 금융활동을 하고 있다며 BDA에 대해 제재조치를 취했습니다.
이에 따라 마카오 당국은 2천4백만 달러에 달하는 북한계좌 자금을 동결시켰습니다.
지난달 6자회담에서 이뤄진 2.13 합의에서 미국은 BDA 문제를 30일 안에 해결하기로 약속했으며, 북한은 핵 계획을 폐기하는 대신 경제적, 외교적인 보상을 받기로 했습니다.

North Korea's chief nuclear envoy (Kim Kye Kwan) said today (Saturday) his country will not carry out an agreement to close its main nuclear facility until the U.S. fully releases the funds.
A senior U.S. Treasury Department official says it is up to Macau authorities, not the U.S., to release North Korean funds currently frozen in a Macau-based bank.
Daniel Glaser, (the department's Deputy Assistant Secretary for Terrorist Financing and Financial Crimes) says he discussed the issue with Macau authorities today (Saturday).
Macau froze nearly 24 million dollars in North Korean assets after Washington imposed restrictions on Banco Delta Asia in 2005, accusing it of laundering money from North Korea's illicit activities.
Washington agreed to resolve the financial sanctions as part of a six-nation disarmament deal reached last month.

North Korea will also receive fuel aid and diplomatic concessions in return for closing its main nuclear facility by April 13th.
South Korea's chief nuclear envoy (Chun Yung-woo) said North Korea has begun preparations to shut the facility, but that the actual closing will not take place until all conditions are met.
The North and South Korean envoys have been meeting representatives from the United States, China, Japan and Russia in Beijing today (Saturday) ahead of formal talks on the agreement Monday.
