'이라크 평화유지에 시리아와 이란의 협력 희망' - 부시 대통령 (Eng)


시리아와 이란은 이라크의 평화와 안정을 지원할것이라고 약속했습니다. 이들 두나라는 이라크와 국경을 맞대고 있는 6개 이웃 국가들과 에집트와 바레인, 그리고 유엔 안전 보장 이사회, 미국을 포함한 5개 이사국들을 초청해 이라크 정부가 주최한 국제회의에 뒤이어 협력을 다짐했습니다.

조지 부시 미국 대통령은 시리아와 이란이 그 같은 약속을 행동으로 옮기길 희망한다고 말했습니다. ‘정치에 있어 말하기는 쉽지만 이란과 시리아가 진정으로 이라크의 안정화를 돕기 원한다면 무기유입과 자살폭탄 공격자들의 이라크내 잠입을 차단하는등 실제 행동을 취할 수 있는 일은 많다’고 부시대통령은 지적했습니다.

미국은 그 동안 테러분자들을 이라크에 잠입시키고 있다고 씨리아를 비난해왔고 또 이란에 대해서는 연합군에 대항해 싸우는 이라크내 민병대단체들에게 재정적, 전술적 그리고 군사적 지원을 제공한다고 규탄하고 있습니다. 지난달 부시대통령은 이라크국내 연계 조직들에게 급조된 치명적 폭발장치, 약칭 IED를 제공하는 측은 이란의 혁명 수비대의 일부인, ‘쿠즈’ 군이라고 지목했습니다.

이라크주재 ‘잘메이 칼릴자드’ 미국대사는 최근 국제회의에서 이란과 씨리아가 이라크를 교란시키는 요인으로 작용하고 있다는 우려를 되풀이 표출했습니다.

자신은 이번 회의에서 이라크 이웃국가들, 특히 돈과 무기를 제공하고 도발적인 성명들을 내놓고 있는 나라들을 구체적으로 언급했다고 칼릴자드대사는 밝혔습니다. 이번회의의 영향과 또 이란이 정책적인 측면에서 앞으로 어떻게 개입하게 될것인지, 미국은 지켜볼 것이라고 칼릴자드대사는 밝혔습니다. 특별히 이라크인들에게 이란이 더이상 폭발물 발사체, EFP를 제공하지 않을 것인지 또 민병대와 다른 여러 불법단체들에 대한 무기와 훈련, 또한 돈의 제공을 중단할 것인지, 그리고 이라크에 내보내고 있는 방송은 어떻게 될 것이냐고 칼릴자드 대사는 반문했습니다. 따라서 미국은 앞으로 이들 나라들의 행동을 지켜볼 것이고 궁극적으로 중요한 것은 바로 그런 행동이라고 칼릴자드 미국대사는 강조했습니다.

이번 회의에 참석한 어떤 나라가운데 이라크의 붕괴로 부터 혜택을 보게될 나라는 하나도 없을 것이라면서 칼릴자드 대사는 다만 모든 당사측이 극심한 고통을 당하게 될뿐이라고 지적했습니다. 그리고 미국은 안정되고 안전한 그리고 민주적인 이라크를 건설한다는 목적을 진정으로 지원할 용의가 있다면 어떤 나라와도 협력할 용의로 있다고 칼릴자드 바그다드주재 미국대사는 강조했습니다.

Syria and Iran have pledged to support peace and stability in Iraq. They promised cooperation following a conference hosted by the Iraqi government that included Iraq's six immediate neighbors, plus Egypt and Bahrain, permanent members of the United Nations Security Council, including the United States, and representatives from the Arab League, Organization for the Islamic Conference, and the United Nations.

President George W. Bush says he is hoping that Syria and Iran turn their words into action. "Words are easy to say in politics," said Mr. Bush. "If they really want to help stabilize Iraq, there are things for them to do, such as cutting off weapon flows, and/or the flow of suicide bombers into Iraq."

The United States has charged Syria with allowing terrorists to cross into Iraq and has accused Iran of giving financial, logistical, and military support to militia fighting coalition forces. Last month, President Bush said that the Quds force, part of Iran's Revolutionary Guards, "was instrumental in providing. . .deadly I-E-D's [improvised explosive devices] to networks inside Iraq."

U.S. Ambassador to Iraq Zalmay Khalilzad was at the Baghdad conference where he reiterated concerns that Iran and Syria are playing a destabilizing role in Iraq:

(ACT :48 - DALET/POLICY/ACTUALITIES) "I did specifically mention the role that the neighbors have played, particularly those that have provided arms that have been negative, money, weapons, and also provocative statements. . . .We will see the impact of this meeting and future engagements on what they do in terms of the Iranian policy. Will they stop supplying the E-F-P's [explosively formed projectiles] to the Iraqis? Will they stop supplying arms and training and money to militias and other unauthorized groups? What happens to their statements that they broadcast into Iraq? So we'll be monitoring their behavior. That's what ultimately will count." (END ACT)

"No country represented at the table would benefit from a disintegrated Iraq," said Ambassador Khalilzad. "All would suffer badly." And the United States, he says, is willing to work with any nation that is willing "sincerely" to support the goal of a secure, stable and democratic Iraq.
