회교권 여성들 권익향상의 현주소 (Eng)


지구촌 여성들의 평등과 정의, 평화 그리고 발전을 위한 투쟁에 일반의 관심을 고취하기 위해 매년 3월 8일은 국제 여성의 날로 지켜지고 있습니다. 그러나 이날이 되면, 이같은 여성들의 꿈이 실현되기 위해서는 앞으로도 얼마나 많은 노력이 기울여져야 할것인지를 새삼 많은 여성들은 깨닫게 됩니다. 특히 회교권 여성들에게 긍정적인 변화는 더디긴 하지만 꾸준히 이루어지고 있습니다. 회교권여성들의 권익향상의 현주소를 진단하는 미국의 소리기자의 좀더 자세한 소식입니다.

실제로 회교에는 남녀 평등의 원칙이 깊이 뿌리내리고 있습니다. 회교의 창시자인 무하마드는 남성과 여성에 대한 동등한 처우를 표방했던 것으로 알려져 있습니다. 무하마드의 자녀들은 모두 여자아이들이었고 무하마드는 여성들의 권익을 옹호했습니다. 무하마드는 혼수감은 신부측 아버지나 보호자가 아니라 신부에게 직접 보내지도록 의무화했고 특히 과부와 고아들에 대한 특별대우를 제시하기도 했습니다.

이곳 워싱턴에 있는 중동문제 연구소의 학자인 ‘미쉬캇 알- 마우민’씨는 그러한 초기의 해석이 시간이 감에 따라 변질되었다고 지적합니다.

회교창시자, 무하마드가 서거하자 수많은 회교율법에 관한 해석이 존재하게 되었다면서 알-마우민씨는 그것은 사회통제 문제로 귀결된다고 말합니다. 사회통제를 원한다면 가족들을 통제해야 하고 이는 곧 여성들에 대한 통제를 의미했다는 것입니다.

오늘날 회교권여성들은 여러가지 제약으로부터 해방되기 위해 노력하고 있습니다. 알-마우민씨는 회교권 여성들의 진보를 위해서는 경제적, 사회적 자신감과 존재가치의 확립이 관건이라고 말합니다.

여성들에게 경제적 수입이 없고 자녀들을 위해 식탁에 음식을 올려놓을 재정적 수단을 갖지 못한다면 결코 여성들이 자신을 변호할 수 있을 것으로 기대하지 못한다고 알 마우민씨는 강조합니다. 회교권에는 남편을 잃었거나 이혼한 여성들이 많이 있고 이들은 때로는 3명 내지 4명이나 되는 자녀들의 양육을 혼자몸으로 책임져야 한다고 알-마우민씨는 지적합니다. 이런 여성들을 도와줄 사회적 경제적 계획이 없다면 회교권 여성들이 생존한다는 것은 지극히 어렵다는 것입니다.

회교권여성들이 특히 뒤떨어져 있는 분야는 교육입니다. 유엔 통계수치들은, 지난 2005년, 회교권의 많은 지역을 점하는 중동과 북 아프리카지역에는 글을 읽거나 쓰지 못하는 여성들이 7천 500만 이상에 달한다는 사실을 보여주고 있습니다. 아프가니스탄 수도에 있는 카불대학교의 ‘와디를 사피’교수는 아프간에서는 문맹이 심각한 사회문제라고 지적합니다.

아프가니스탄 여학생들의 주요 문제는 문맹이고, 이는 사회전반에 팽배해 있다고 사피교수는 지적합니다.

다시 미쉬캇 알-마우민씨는 제대로 교육받지 못하고 성장하는 여학생들은 때로 부모역할을 감당할 수 없는 어머니가 되고 이런 어머니들은 마약사용이나 범죄 또는 종교적 극단 주의같은 현대사회 문제점들에 올바로 대처할 수 없게 된다고 말합니다.

여성들이 고통받는 것은 곧 가족전체의 고통을 의미한다는 것입니다. 이 때문에 여성들의 권리는 중요하다면서 알-마우민씨는 권익문제는 단순히 여성들만의 영역이 아니고 가족모두의 문제라고 지적합니다.

회교권 전반에 걸쳐 여성들의 진보는 서로 다른 속도로 이루어지고 있습니다. 이슬람, 회교의 태생지인 사우디 아라비아에서 여성들은 여전히 투표권이나 차량 운전을 거부당하고 있어 현대적인 변화에 부응하는 속도가 매우 부진합니다.

사우디 아라비아 수도, 리야드에 있는 킹 파드대학교의 ‘무니라 나히드’ 사회학 교수는 여러가지 제약 때문에 그리고 여성들이 직면한 불평등한 기회 때문에 사우디 여성들은 훌륭한 투사들로 변했고 그 덕분에 훌륭한 업적을 쌓아가고 있다고 지적합니다.

그러한 결단력은 사우디 여성들에게만 국한되지 않았습니다. 회교권 다른지역에서도 여성들은 정치계에서 발언권을 개발하기 시작했습니다. 이라크에서 여성들은 정부에서 적극적인 역할을 맡고 있고 쿠웨이트에서는 지난해 6월 의회와 지방선거에 사상처음으로 여성들이 후보로 출마했습니다.

페르시아만 국가, 바레인에서 국왕은 지난해 첫 여성 판사를 임명했습니다. 요르단과 레바논, 이란 그리고 회교권 다른 일부 국가들에서는 이미 여성판사들이 활동하고 있습니다.

파키스탄의 베나지르 부토 전 대통령을 포함해 회교권에서는 소수이긴 하지만 이미 국가를 이끄는 여성지도자들이 탄생했습니다. 하지만 분명한 것은 권익신장이라는 측면에서 회교권 여성들이 갈 길은 아직도 요원하다는 것입니다.

The principle of equality between men and women is deeply rooted in Islam. The Prophet Muhammad was known for his equal treatment of the sexes. All his children were female, and he advocated women's rights.
He required that a dowry be paid directly to a bride, rather than to her father or guardian, and he offered special protection to widows and orphans.

Mishkat al-Moumin, a scholar at the Middle East Institute in Washington, says that has interpretation has changed.

"Later on, when Prophet Muhammad died, and so many other interpretations came to exist, again, it goes back to controlling society. If you want to control society, if you want to control families, then you control women."

Today, Muslim women are working to break free of restrictions. Al-Moumin says economic and social empowerment are the keys to women's advancement in the Islamic world.

"You cannot expect a woman to stand up for herself, if she has no income, or if she cannot afford to put food on the table for her children. There are so many widows and divorced women. They are responsible for a whole family -- sometimes three or four kids. If there is no social or economic program to support them, it will be so difficult for them to survive."

Education is another area where Muslim women lag behind. U.N. statistics show that, in 2005, more than 75-million women in the Middle East and North Africa -- a large part of the Muslim world -- could not read or write. Wadeer Safi, a professor of law at Kabul University, says illiteracy is also a serious problem in Afghanistan.

Mishkat al-Moumin says uneducated girls grow up to be unprepared mothers, who often lack strong parenting skills. This leaves them unequipped to deal with modern problems, such as drugs, crime and religious extremism.

"When you make women suffer, you make the whole family suffer. That is why women's rights are important. It is not about women. It is about families."

Women are advancing at different speeds across the Muslim world. In Saudi Arabia, the birthplace of Islam, the pace of modern change is coming more slowly, with women still denied the right to vote or drive.

Munira Nahid is a sociologist at King Fahd University in Riyadh.

"Saudi women, because of the restrictions, and because of this unequal kind of opportunity that they are facing in this society, have become great fighters, and they have become great achievers."

Such determination is not limited to Saudi women. Elsewhere in the Muslim world, women are beginning to develop a voice in politics. In Iraq, women are playing an active role in government, while, last June in Kuwait, women voted and ran as candidates in parliamentary and local elections for the first time.

In the Gulf nation of Bahrain, the king appointed the first female judge last year. She joins the ranks of other women judges in Jordan, Lebanon, Iran and several other Muslim nations.

A handful of Muslim women, including Benazir Bhutto of Pakistan, have been leaders of their countries. But a long road still stretches ahead. (SIGNED)
