Iraqi and U.S. forces are in the third week of a security crackdown in Baghdad aimed at stemming sectarian violence.
Meanwhile, Iraq has ordered an investigation into a raid Sunday by Iraqi and British forces on an Iraqi government intelligence agency in the southern city of Basra. The troops found prisoners who showed signs of torture.
Prime Minister Nouri al-Maliki denounced the raid as illegal and irresponsible.
