'동유럽 미사일 방어체제는 이란 미사일 위협에 대처 위한 것' - 라이스 장관 (Eng)


미국은 있을지도 모를 이란의 장거리 미사일 공격으로 부터의 동유럽 우방국들의 방어를 위해 그동안 지원방안을 강구해 왔습니다. 미국은 북대서양조약기구, NATO 우방국들과 러시아와의 협의로 동유럽에 미사일 방어체제를 구축하는 방안을 제안했습니다.

콘돌리자 라이스 미 국무장관은 자신은 “명백히 드러난 이란의 증가하는 미사일 위협에 대해 그 문제를 해결할 방안이 필요하다는 것을 모두가 이해하고 있다고 생각한다”고 말했습니다.

라이스 장관은 또 미국은 공격적인 미사일 위협에 대응할 방어 체제를 구축할 수 있는 오랜 준비기간을 협상하고 있다고 밝혔습니다.

미국은 이번 미사일 방어체제로 폴란드에 10기의 요격 미사일을 배치하고 체코공화국에 레이다를 설치할 것을 제안하고 있습니다. 러시아 정부는 그러한 방어체제를 동유럽에 배치하는데 우려를 표명하고 있습니다. 하지만 라이스 장관은 이러한 요격미사일들이 러시아에 위협이 되거나 또는 수천 기에 이르는 러시아 핵탄두의 저지력을 감소시키는 일은 절대로 없다고 말하고 있습니다.

스티븐 해들리 미 백악관 국가안보보좌관은 만일 이란이 계속해서 고성능 대륙간 탄도미사일을 개발하고 핵탄두를 개발하는데 성공한다면 유럽은 일정 형태의 방어가 필요할 것이라고 말했습니다. 해들리 보좌관은 “이것은 합리적인 일”이라고 말하고 “이 일은 유럽과 러시아가 모두 관심을 가져야하는 일”이라고 말했습니다.

션 맥코맥 국무부 대변인은 최근 기자들에게 미국이 제안한 미사일 방어체제의 동유럽 구축 계획은 러시아에 어떠한 위협도 되지 않는다고 말했습니다.

맥코맥 대변인은 이번 미사일 방어 계획과 배치는 절대로 러시아를 겨냥한 것이 아니라며, 이 체제는 이란과 같은 불량국가들의 있을지도 모르는 미사일 공격으로부터 미국과 우방국들을 보호하기 위해 고안됐다고 말했습니다.

미국은 미사일 방어 문제에 관련해 러시아의 협력을 환영하는 입장입니다. 한편 미국뿐만 아니라 러시아 그리고 유럽국가들은 모두 반테러리즘, 핵확산 그리고 이란과 같은 불량국가들에 의한 위협과 관련해 서로 협력하는데 이해를 같이하고 있습니다.

The United States has been working on ways to help its East European allies defend against a possible long-range missile attack by Iran. In consultation with its NATO allies and Russia, the U.S. has proposed deploying missile defenses in Eastern Europe.

"I think everybody understands," said U.S. Secretary of State Condoleezza Rica, "that with a growing Iranian missile threat, which is quite pronounced, that there needs to be ways to deal with that problem, and that we're talking about long lead times to be able to have a defensive counter to offensive missile threats."

The missile defense proposal calls for deploying ten inceptors in Poland and radar in the Czech Republic. The Russian government has expressed concern over placing such defenses in Eastern Europe. But Secretary of State Rice said, "there is no way" that these inceptors "are a threat to Russia or that they are somehow going to diminish Russia's deterrent of thousands of warheads."

U.S. National Security Advisor Stephen Hadley said if Iran continues to develop advanced ballistic missiles and succeeds in creating a nuclear warhead, Europe will need some form of defense. "This is a reasonable thing to do," he said, "it's something Europe ought to be interested in, it's something that Russia ought to be interested in."

In a recent briefing, U.S. State Department spokesman Sean McCormack said the proposed East European anti-missile plan poses no threat to Russia:

"The missile defense plans and deployments are in no way aimed at Russia. They are instead designed to help protect the United States and its friends and allies from the possible launch of missiles from rogue states such as Iran."

The United States remains open to cooperating with Russia on missile defense issues. In the meantime, it remains in the interest of the United States, Russia, and Europe to work together on issues such as counter-terrorism, nuclear proliferation, and the dangers posed by rogue states like Iran.
