(Eng)

U.S. Defense Secretary Robert Gates says he is considering what steps to take if President Bush's troop increase for Iraq does not work.

Gates was answering questions from members of the Senate Armed Services Committee on the proposed budget for military operations. The defense secretary said he would be irresponsible if he were not thinking about what the alternatives might be.

A number of congressional panels are holding hearings on Iraq today, one day after minority Republicans in the Senate blocked debate on a resolution that opposes President Bush's decision to send thousands of additional troops to Iraq.

Democrats control the Senate, but in a procedural roll-call late Monday that went largely along party lines, the majority party fell well short of the 60 votes needed to consider the Iraq resolution.

The United States has announced creation of a new U.S. military command for Africa. Defense Secretary Robert Gates made the announcement today during the hearing of the U.S. Senate Armed Forces Committee.

The move will unite responsibility for U.S. military activities in Africa under one commander. Under the current system, responsibility for the continent is divided among three generals who also oversee other parts of the world.

In a written statement, President Bush said the new command will help the U.S. bring peace and security to the people of Africa. He said it also will help bolster the capabilities of U.S. partners in Africa.

The U.S. has expanded its military presence in Africa in recent years, mainly as part of the war against terrorism.
