중동평화 중재 4당사자 회담 - 평화과정 부활 위한 방안 논의 (Eng)


팔레스타인 파벌들간의 폭력충돌 사태가 계속 격화되는 가운데 중동평화 중재 4당사자 회담이 워싱턴에서 열려 국제평화로드맵에 따른 이스라엘-팔레스타인간 평화과정 부활을 위한 방안들이 논의됐습니다.

4당사자 회담에서 논의된 내용을 구체적으로 알아봅니다.

지난 2일, 워싱턴에서 열린 4당사자 회담이 끝난뒤 콘돌리사 라이스 미 국무장관은 현재 벌어지고 있는 팔레스타인 파벌간의 폭력충돌 사태가 이스라엘-팔레스타인의 평화협상을 부활시키려는 노력에 걸림돌이 되어서는 안된다고 말했습니다.

이 회담의 유엔 대표로 참석한 반기문 유엔 사무총장은 4당사자의 목적을 재확인하는 발언을 했습니다.

반 사무총장은 4당사자 대표들이 1967년 중동전쟁으로 시작된 이스라엘의 팔레스타인 영토점령 종식과 독립된 실질적인 팔레스타인 국가창설 그리고 이스라엘과 평화로운 안보관계 속에 공존토록 하려는 목적을 이루기 위한 과정을 다시 제위치로 잡아놓는 노력에 대한 지지를 다짐했다고 말했습니다.

라이스 장관은 또 회담이 끝난뒤 기자들의 질문에 답하면서 팔레스타인 파벌들간의 격화되는 폭력충돌 사태에도 불구하고 중동평화 과정이 부활돼야 한다고 강조했습니다.

라이스 장관은 팔레스타인 국가 창설방안에 관한 논의를 피해야 할 이유가 전혀 없다고 지적하면서 사실상 팔레스타인 국가창설을 향한 정치적 수평선은 팔레스타인 인민들에게 무엇이 가능한 것인지를 제시하는데 도움이 될 것으로 생각한다고 강조했습니다.

이번 회담에서 4당사자 고위 대표들은 과격단체로 비난을 받아온 하마스가 선거에서 승리함으로써 구성된 자치정부에게 폭력을 포기하고 이스라엘의 생존권을 인정하라는 주문을 재확인했습니다.

그러나 러시아의 세르게이 라브로프 외무장관이 제기한 시리아의 건설적 역할론을 놓고 이견이 노출됐습니다. 미국의 라이스 장관은 시리아와의 직접적인 연계를 한마디로 거부한 것입니다.

라이스 장관은 단지 팔레스타인-이스라엘간 문제에서만이 아니라 중동지역 전체에 관련된 문제에서 시리아가 안정적인 세력이 되려면 어떻게 해야 할른지를 시리아 자체가 알아야 한다고 지적했습니다.

라이스 장관은 그러면서 미국이 어떻게 해야한다고 말하지 않더라도 시리아가 실질적으로 부정적이기 보다는 긍정적인 역할을 담당해 주기를 희망한다고 말했습니다

한편, 부시 행정부는 지난 해 12월과 1월 에후드 올메르트 이스라엘 총리와 마흐무드 압바스 팔레스타인 자치수반간의 두 차례 회담후 라이스 장관이 두 지도자를 만나고 난뒤 이스라엘과 팔레스타인 자치당국간에 합의가 이루어질 전망이 밝아졌다고 말했습니다. 그러나 일부에서는 파타와 하마스간의 내부갈등이 해결될때까지는 이스라엘과의 평화 확대 전망이 희박한 것으로 관측되고 있습니다.

U.S. Secretary of State Condoleezza Rice says Israeli-Palestinian peace talks should resume despite an outbreak of violence among Palestinian factions. Rice made the appeal following a meeting in Washington with the other members of the so-called "Mideast Quartet" -- Russia, the European Union and the United Nations.

The Quartet representatives, including U.N. Secretary-General Ban Ki-moon, met to discuss strategies for reviving the dormant Israeli-Palestinian peace process. VOA's Bill Rodgers reports.

Secretary Rice brought the high-level group of diplomats together to re-launch the Israeli-Palestinian peace process. The so-called Quartet has played a backstage role in that effort, but now is pressing forward to revive the process. Following the meeting, U.N. Secretary-General Ban Ki-moon reaffirmed the group's goal.

U.N. SECRETARY-GENERAL BAN KI-MOON:
"The Quartet pledged to support efforts to put in place a process with the goal of ending the occupation that began in 1967 and creating an independent and viable Palestinian state living side by side in peace and security with Israel."

In response to questions, Rice called for renewing peace talks -- despite the mounting violence between rival Palestinian factions.

U.S. SECRETARY OF STATE CONDOLEEZZA RICE:
"There is simply no reason to avoid the subject of how we get to a Palestinian state. I think, in fact, the political horizon of a Palestinian state can help to show the Palestinian people what is possible."

Quartet members called on the Hamas-led Palestinian government to renounce violence and recognize Israel. However, differences among the group arose when Russian Foreign Minister Sergei Lavrov suggested that Syria could play a constructive role. Rice rejected engaging Damascus directly.

U.S. SECRETARY OF STATE CONDOLEEZZA RICE:
"I think Syria knows what it needs to do to be a stabilizing force, not just in the Palestinian-Israeli issue but in the region as a whole. Syria does not need the United States to tell it what it could do to be a stabilizing force. I hope that it will, in fact, try and play a positive role rather than a negative one."

The Quartet discussions precede an expected meeting later this month between Rice and Palestinian President Mahmoud Abbas and Israeli Prime Minister Ehud Olmert. Rice met with the two men last month, following a meeting the two leaders had in Jerusalem in December. The Bush administration is reported to believe that the prospects for agreement between Israel and the Palestinian authority are brighter, even though Mr. Olmert has seen his support dwindle in his country.

For his part, Mr. Abbas is trying to contain mounting violence between his Fatah faction and Hamas. The latest outbreak of running street battles in Gaza left a number of people dead -- and shattered a fragile Egyptian-brokered ceasefire. The Palestinian president called for an end to the fighting (Friday):

PALESTINIAN PRESIDENT MAHMOUD ABBAS:
"I call on all parties to stop these actions that harm the Palestinian people. I call on all those no matter what their affiliation to stop this violence."

But for some, the call has come too late. And prospects for a wider peace with Israel appear slim until the internal differences between Fatah and Hamas are resolved.
