아프가니스탄 폭력사태 탈레반 정권 이후 최악 (Eng)


아프가니스탄에서는 5년전 탈레반 회교극단주의 정권이 미국 주도의 연합군에 의해 붕괴된 이래 최고조에 달해 있으며 기본인권 조차 지켜지지 않고 있다고 미국의 국제 인권단체 휴먼 라이츠 워치가 지적했습니다.

휴먼 라이츠 워치의 새로운 보고서는 아프가니스탄이 1년전 원조국회의에서 설정된 국민복지의 기초마저 충족시키지 못하고 있다고 비판하면서 이같이 지적했습니다.

보고서는 구체적으로 보안과 식량, 전력, 식수 및 보건 제공 등에 있어서 진전이 이루어지지 않고 있다고 말했습니다.

이 보고서는 이어 아프가니스탄에서 2006년 한 해 동안1천 명 이상의 민간인들이 살해됐으며 이들은 주로 아프가니스탄 남쪽에서 탈레반 세력과 반정부 저항분자들의 소행이었다고 지적했습니다.

휴먼 라이츠 워치 보고서는 2006년 한 해 동안 무력충돌에 의한 아프가니스탄인 사망자수가 4천4백 명에 달했으며 이는 이는 2005년 희생자수의 두 배에 달하는 것이라고 말했습니다.

Human Rights Watch says violence in Afghanistan is at its highest level since the Taleban left power five years ago, and basic human needs are going unmet.

A new report by the international rights group says Afghanistan is not meeting benchmarks for the well-being of its people set at a donors conference London a year ago.

It says there has been little progress in providing security, food, electricity, water and health care.

The report also says more than one thousand civilians were killed in Afghanistan in 2006, many from attacks by Taleban and other anti-government forces, most of them in southern Afghanistan.

Human Rights Watch says, in all, 44 hundred Afghans died in conflict-related violence, twice as many as in 2005.

Human Rights Watch is calling on donor countries to increase economic, political and military assistance to Afghanistan, and for the government of President Hamid Karzai to disband illegal militias.
