이런 가운데 유엔개발계획은 25일 대북사업 계획의 일부 내용을 조정한 뒤 석달 안에 다시 승인절차를 밝겠다고 밝혔습니다. 이에 관한 자세한 소식입니다.

북한 외무성은 25일 유엔개발계획(UNDP)의 북한 사업 자금 전용 의혹은 “생뚱맞은 거짓말”이며 “황당한 모략” 이라고 주장했습니다.

외무성 대변인은 이날 `조선중앙통신’ 기자의 질문에 답변 형식으로 “미국이 유엔기구들의 협조 문제를 악용해 반공화국 소동을 벌이고 있다”며 “북한과 유엔의 협조 문제를 정치화하려는 기도에 대해 추호도 용납하지 않을 것”이라고 말했습니다.

유엔개발계획의 북한 사업자금 논란은 지난 주 보수성향의 미국 일간지인 ‘월스트리트저널’이 유엔주재 미국대표부의 자료를 인용해 자금 전용 의혹을 제기하면서 불거졌습니다. 이 신문은 “방만하게 운영돼 온 유엔개발계획의 대북사업 자금을 북한이 여러 방법으로 전용해 1997년 이후 김정일 정권이 거액을 챙겼을 가능성이 크다”며 의혹을 강하게 제기했습니다.

이런 의혹이 제기되자 반기문 유엔 사무총장은 유엔 산하 기구들의 자금에 대해 전면적인 감사를 실시하도록 지시했습니다.

북한 외무성 대변인은 그러나 미국이 `너절한 정치적 목적으로 얼마 되지도 않는 유엔개발계획의 협조 자금을 북한이 핵무기 개발에 유용했을 수 있다는 생뚱맞은 거짓말을 꾸며내고 있다’며 모든 `후과에 대해 책임을 져야 할 것’이라고 말했습니다.

미국 국무부는 그러나 유엔개발계획의 대북자금 전용 논란은 북한을 겨냥한 것이 아니라고 거듭 밝히고 있습니다.

국무부의 션 맥코맥 대변인은 25일 정례브리핑에서 이번 논란은 미국과 북한 간의 문제가 아니라 유엔 프로그램의 유익한 관리와 감독 차원의 문제라고 말했습니다. 맥코맥 대변인은 특히 이번 일 때문에 곧 재개될 6자회담에 차질이 빚어져서는 안된다고 강조했습니다.

일부에서는 이번 논란을 지난 9.19 공동성명 발표 이후 미국이 마카오의 방코델타아시아 은행 북한 계좌에 대해 동결 조치를 취한 사례와 매우 유사하다며 미국의 압박 의혹을 제기하고 있습니다. 그러나 미국 국무부의 한 관리는 이런 의혹을 일축하고, 이는 우연의 일치이며 강경파의 음모론 역시 근거없는 추측일 뿐이라고 말했습니다.

한편 유엔개발계획은 25일 집행이사회를 열고 2007~2009년 대북한 사업자금에 대한 승인을 연기하기로 결정했습니다.

36개국 대표들로 구성된 유엔개발계획 집행이사회는 2년 간 1천 7백 91만 달러를 지원한다는 기존의 계획을 외부감사가 끝날 때까지 유보하고, 일부 사업내용을 재조정해 3개월 안에 재승인 절차를 밟기로 했다고 밝혔습니다. 이사회는 또 3월 1일부터 북한에 대한 현금 지급과 북한 정부를 통한 현지 직원 채용을 중단한다고 밝혔습니다.

이에 대해 자금 전용 의혹을 제기했던 유엔주재 미국대표부의 알레한드로 울프 대사 대행은 유엔개발계획의 노력에 만족한다며 환영을 표시했습니다.

울프 대사 대행은 미국은 독립적인 외부감사를 실시해 투명성을 확보하려는 유엔개발계획의 노력을 환영한다고 말했습니다.

그러나 일본은 북한 지원에 대해 유엔이 더욱 강력한 조처를 취해야 한다고 말했습니다.

일본 외무성의 코지 트수루오카 국제문제 담당 국장은 유엔 안전보장이사회의 대북한 제재결의안을 북한이 두 번이나 무시했다며, 이런 나라에 유엔이 기금을 지원한다는 것은 상상할 수 없는 일이라고 말했습니다.

그러나 유엔개발계획 집행이사회에 참석한 북한측 장춘식 대표는 미국과 일본의 태도를 비난하며, 이는 국제 지원을 정치화하려는 시도라고 반박했습니다.

장 대표는 미국의 주장은 대북 적대정책의 산물로, 북한을 고립화하려는 시도라고 주장했습니다.

유엔 관리들은 유엔개발계획이 회원국에 대해 기금 지원을 일시 중단한 것은 1965년 창립 이후 이번이 처음이라고 말하고 있습니다.

유엔개발계획은 현재 전세계 166개국에서 활동하고 있으며 연간 43억달러의 예산을 집행하고 있습니다.

The main U.N. Development agency has halted all new projects for North Korea pending an audit to determine whether the agency illegally funneled millions of dollars to the Kim Jong Il government. VOA's Peter Heinlein reports from U.N. headquarters in New York.

The executive board of the U.N. Development Program Thursday postponed funding its North Korea projects for 2007 through 2009. The board also ordered a halt to hard currency payments to the Pyongyang government, and told U.N.D.P. administrators to stop hiring government-recruited staff members.

The board's action came after the United States, Japan and other contributor countries alleged that funds intended to help impoverished North Koreans could have been diverted to North Korea's leaders. Some diplomats suggested the money may have been used to finance Pyongyang's nuclear weapons program.

U.N.D.P Associate Administrator Ad Melkert said the board had agreed to defer consideration of a three-year, 17-point-nine million dollar budget for the D.P.R.K, as it is known, until outside auditors examine expenditures for the past ten years. That could take three months.

U.N. Secretary-General Ban Ki-Moon had called for the audit when the allegations became public last week. Acting U.S. Ambassador to the U.N. Alejandro Wolff expressed satisfaction with the U.N.D.P. decision.

We're pleased with the approach that the U.N.D.P. administrator has laid out. Two fold. One, a full thorough independent outside audit of the program, and perspectively, immediate remedial measures for some of the shortfalls we've identified along with UNDP for the program to continue. In the mean time, until we get the results of that audit, and the program is reviewed, we defer approval of the new program for the D.P.R.K.

Japan, the second largest contributor to the U.N. budget, demanded even tougher action. The Director-General of Global Issues in the Japanese Foreign Ministry, Koji Tsuruoka, noted that the D.P.R.K. last year rejected two U.N. Security Council resolutions, one condemning a missile test, the other imposing sanctions for its nuclear weapons test. Tsuruoka called for a complete halt of all funds to Pyongyang.

What I have stated is simply common sense. By two total rejections of Security Council resolutions, the U.N. has been hit twice by a member states. It is unthinkable for the U.N. to reward the authorities of such a state by rewarding it with funds.

North Korea's delegate Jang Chun Sik described the decision to suspend funds as "unfair and unacceptable". He accused the United States and Japan of conducting what he called "a sinister campaign to politicize international assistance".

The U.S. allegation is based on its hostile policy toward the DPRK to isolate and stifle it. The D.P.R.K delegation therefore, rejects categorically the distorted and fabricated allegations made by the United States through its media.

Russia and Cuba, two other members of the 36-nation U.N.D.P. board, also criticized the suspension of aid. U.N. diplomats say Thursday's action marked the first time the development program has suspended funding to a member state. The U.N.D.P. website says the agency operates in 166 countries worldwide, with an annual budget of four-point-seven billion dollars.
