반기문 유엔 사무총장은 8일 유엔은 앞으로 세계 각 지역에서 전쟁을 막고 평화를 이루는 역할을 강화할 것이라고 말했습니다. 반기문 사무총장은 지난주 제8대 유엔 사무총장으로 정식 업무를 시작한 이래 이날 처음 참석한 안전보장이사회 연설을 통해 이같이 밝혔습니다. 좀더 자세한 소식 전해드립니다.
반기문 유엔 사무총장은 이날 안전보장이사회에 참석해 처음 행한 연설에서 유엔의 평화유지와 중재 활동에 대한 요구가 과거 어느 때보다 높은 상황이라고 말했습니다. 반 총장은 현재 주로 아프리카의 18개 지역에서 유엔의 평화유지 임무를 수행하기 위해 10만여명이 활동하고 있다면서, 관련 인원을 더 늘릴 것이라고 말했습니다.
반 총장은 또 평화를 집행하고 분쟁이 끝난 지역의 안보상황 등을 강화하기 위한 유엔의 역할을 능률적이 되도록 하기 위해 노력할 것이라고 말했습니다.
사무총장은 자신은 분쟁 방지와 평화 조성, 평화 유지, 평화 건설 등과 관련해 유엔이 역할을 최대한 발휘하도록 역량을 강화하는 데 우선순위를 두겠다고 말했습니다.
반 총장은 또 유엔 평화유지군 임무에 참여하고 있는 관계자들 일부가 성폭력과 관련한 추문에 개입된 사실이 새롭게 드러난 것을 의식한 듯, 유엔은 임무 수행을 좀더 잘 해나갈 수 있는 방안을 찾아야 할 것이라고 말했습니다.
반 총장은 유엔은 전세계적으로 그 활동이 점점 늘어남에 따라 신속하고 기능이 다양하며 책임있는 직원, 그리고 최상의 윤리적, 직업적 기준을 갖춘 직원들을 양성하기 위한 방안을 필요로 한다고 말했습니다.
미국의 알레한드로 울프 유엔주재 대리대사는 이날 연설에서 평화 유지와 조성 노력에 대한 알카에다 등 테러집단들의 늘어나는 위협에 대해 경고했습니다.
울프 대리대사는 알카에다가 바로 지난주에 유엔과 해외의 유엔 평화유지군에 대해 분명한 어조로 위협한 사실을 지적하면서 테러분자들은 여전히 세계 곳곳에서 무고한 민간인들을 살해하려 하고 있는 만큼 유엔은 함께 단합해 분명한 결의를 갖고 이같은 위협에 대처해야 할 책임이 있다고 말했습니다.
한편 반기문 총장은 미국 외교관을 유엔의 최고위 정무직에 임명할 것이라고 유엔 관리들이 말했습니다. 반기문 총장의 측근들은 반 총장이 인도네시아 주재 미국대사인 린 파스코 씨를 평화유지 분야를 관장하는 정무 담당 사무차장에 임명할 것이라고 밝혔습니다. 정무 담당 사무차장은 오랫동안 영국 외교관들이 맡아온 데 이어 현재는 이브라힘 감바리 전 나이지리아 외무장관이 맡고 있습니다.
정무 담당 사무차장이 평화유지군 활동의 일부를 관장하도록 한 것은 급속히 확대되고 있는 유엔의 평화유지 활동을 재정비하려는 데 목적이 있습니다. 프랑스 출신인 장-마리 구에노 현 평화유지 담당 사무차장은 유임될 것으로 알려졌으며, 늘어나는 관련 업무를 처리하기 위해 새로운 직책이 신설돼 일본인이 맡을 전망입니다.
미국과 일본은 유엔 평화유지 활동 경비의 45%를 떠맡고 있으며, 그동안 줄곧 평화유지 예산이 좀더 효율적으로 사용돼야 한다고 주장해 왔습니다.

U.N. Secretary-General Ban Ki-Moon has pledged to strengthen the world body's role in stopping wars and keeping peace. VOA's correspondent at the U.N. Peter Heinlein reports on Mr. Ban's first speech to the Security Council since taking office last week.
Mr. Ban told the 15-member Council that the demand for U.N. peacekeeping and mediation services is at an all-time high. He noted that the world body has 18 peacekeeping missions, most of them in Africa, with 100-thousand employees, and more being added. He said he would work to streamline U.N. efforts to enforce peace and strengthen post-conflict societies.
BAN: "I will make it my priority to strengthen the U.N.'s ability to play its role to the fullest extent in conflict prevention, peace-making, peacekeeping and peacebuilding."
Speaking days after fresh revelations about sexual abuse among U.N. peacekeepers, Mr. Ban said the world body would have to find ways to do better.
BAN: "To meet the growing demands of globalized operations, we must identify ways and means to build a staff which is truly mobile, multi-functional and accountable - and which lives up to the highest ethical and professional standards."
Acting U.S. Ambassador to the U.N. Alejandro Wolff also addressed the Council's first formal session of the year. He warned of the growing threat to peacekeeping and peacemaking efforts from al-Qaida and other terrorist groups.
WOLFF: "Only last week, al-Qaida issued an explicit threat against the United Nations and its peacekeepers overseas. We know that terrorists still work to kill innocent civilians around the world, and this body has a responsibility to meet these threats with unity of purpose and clear resolve."
In a related development, U.N. officials say Secretary-General Ban will name an American diplomat to the world body's top political post. Sources close to Mr. Ban say U.S. Ambassador to Indonesia B. Lynn Pascoe is likely to be appointed Undersecretary General for Political Affairs, with some additional responsibilities in the field of peacekeeping.
The political affairs job had long been held by British diplomats, but is currently held by former Nigerian foreign minister Ibrahim Gambari.
The expansion of Pascoe's responsibilities is seen as part of the effort to reorganize the rapidly expanding peacekeeping operations.
The current undersecretary-general for peacekeeping, Frenchman Jean-Marie Guehenno, is expected to stay on. But a new position may be created to handle the growing workload. That post is expected to go to Japan.
The United States and Japan pay roughly 45-percent of the total U.N. peacekeeping bill. There have been regular calls in Washington and Tokyo for more efficiency and a greater say in how the peacekeeping budget is spent.
