러시아가 천연가스 카르텔을 설립하려 한다고 북대서양조약기구 NATO 관리들은 경고했습니다. NATO관리들은 러시아가 정치 세력을 구축하기 위해서 아프리카 국가 알제리에서 중앙아시아까지 연결짓는 천연가스 카르텔을 추진하고 있다고 말했습니다.
이들 관리들은 이 같은 내용의 비밀 연구 보고서를 NATO 전문가들이 지난주 회원국들에 배포했다고 밝혔습니다. 이 보고서에 따르면 러시아는 알제리를 비롯해서 카타르와 리비아 , 그리고 중앙 아시아 국가들과 어쩌면 이란과도 결합해 세계 천연가스 시장을 좌지우지할 카르텔을 설립하려 하고 있습니다.
러시아 관리들은NATO보고서의 이같은 주장을 전면 부인하면서 러시아 정부는 이웃 국가들이 러시아에 의존하듯이 러시아도마찬가지로 주변국들에 의존하고 있다고 말했습니다.

NATO officials have warned that Russia may be trying to create a natural gas cartel stretching from Algeria to central Asia in an attempt to build political clout. Officials say alliance experts distributed the confidential report last week.
The paper suggests Russia may be seeking to unite Algeria, Qatar, Libya, the countries of central Asia and possibly Iran into a cartel that would influence the natural gas market.
Analysts say such a move would enable Moscow to use energy policy as a political tool in Europe.
Russian officials have flatly denied suggestions in the report, saying Moscow is just as dependent upon neighboring countries as they are on it.
