미국, 북한의 모든 핵실험은 '도발적 행위' (영문첨부)

북한의 핵실험 감행에 관한 백악관 측으로부터의 첫 반응은 토니 스노우 대변인으로부터 나왔습니다.

한밤중에 뜻밖의 기자회견을 소집한 스토우 대변인은 미국과 한국의 정보 기관들이 북한내 핵실험 장소로 의심되는 부근에서 지진파를 감지했다고 말했습니다.

북한이 지하 핵실험을 실시했다고 주장한 지 불과 몇시간 만에 스노우 대변인은 미국과 미국의 우방국들은 현 사태를 계속 예의 주시하면서 그에 관한 정보를 수집하고 있음을 분명히 했습니다.

그러나 그와 동시에 스노우 대변인은 북한에 의한 어떠한 핵실험도 미국은 국제 사회를 무시한 도발적인 행동으로 간주할 것이라고 강조했습니다. 미국은 북한에 대해 동북아시아 지역내 긴장을 심화시킬 행동을 취하지 말도록 촉구하고 있습니다. 스노우 대변인은 북한의 정당한 이유가 없는 이 같은 행동에 대한 반응으로 유엔안전보장이사회가 즉각적인 대응 조치를 취할 것으로 미국은 기대하고 있다고 말했습니다.

유엔안보리는 북한이 지하 핵실험을 감행할 계획이라고 발표한 뒤인 지난 6일 북한에 대해 그 같은 실험을 하지 말도록 단호하게 경고했습니다.

스노우 대변인은 북한이 9일 일찍 중국 측에 실험이 곧 있을 것임을 통보했으며 그로부터 얼마되지 않아 그 같은 메시지가 미국에 전달됐다고 말했습니다.

스노우 대변인은 북한의 핵실험 감행에 대한 미국측의 대응 가능성에 대해 추측하길 거절하면서 북한에 대한 군사 행동 가능성에 관한 질문에도 답변하지 않았습니다. 스노우 대변인은 이제 초점은 유엔을 통한 국제적인 행동에 맞춰져야할 것이라고 강조하면서 미국은 동북아시아 지역내 미국 동맹국들인 한국과 일본을 보호하겠다는 미국의 의지를 거듭 확인한다고만 말했습니다.

스노우 대변인은 그러나 북한의 핵실험 실행을 확인하기 위해 평가돼야할 수많은 자료들과 대답할 수 없는 수많은 의문점들이 아직 남아있다고 말하면서 북한의 핵실험 실시나 성공 여부에 대해 공식적인 확인은 하지 않았습니다. 스노우 대변인은 자료 분석 결과에 따라 이들 대부분이 밝혀질 것이라고 덧붙였습니다.

조지 부쉬 대통령은 이곳 동부시간으로 8일 저녁에 스티븐 해들리 백악관 국가안보보좌관으로부터 북한 핵실험에 대한 보고를 받은 것으로 알려졌습니다.

The White House says any nuclear test conducted by North Korea should be considered a provocative act. VOA's Paula Wolfson reports the comments came just a few hours after North Korea claimed it had conducted its first underground test of a nuclear weapon.

The first reaction from the White House came from spokesman Tony Snow. In an unusual middle-of-the-night conference call with news agencies, Snow said American and South Korean intelligence agencies have detected seismic activity near a suspected nuclear test site in North Korea.

Speaking a few hours after Pyongyang claimed that it had conducted such a test, Snow made clear the United States and its allies are still monitoring the situation and gathering information. But at the same time, he stressed any nuclear test by North Korea would be considered a provocative act in defiance of the international community and U.S. calls on Pyongyang to refrain from actions that would aggravate tensions in the region.

Snow said the United States expects immediate action in the Security Council to respond to - what he called - "this unprovoked act." The Security Council issued a stern warning to North Korea just on Friday to refrain from nuclear testing, after Pyongyang announced it was planning to take such action.

Snow said the North Koreans had called officials in China early Monday morning to tell them a test would be coming. Shortly after that, the message was passed on to the United States.

Snow declined to speculate on a possible U.S. response to a North Korean nuclear test and would not answer questions about possible military action. He said only that the United States reaffirms its commitment to protect its allies in the region - South Korea and Japan - while emphasizing that the focus now should be on international action through the U.N.

Snow went on to say that there are still many unanswered questions, and plenty of data to be assessed to confirm a test. He said much would depend on what that data reveal.
