President Bush is scheduled to highlight an updated counterterrorism strategy today (Tuesday) and he is expected to say the nation is safer but not yet safe.
The White House released a summary of the new counterterrorism strategy earlier Tuesday. Mr. Bush's speech in Washington comes as he tries to bolster support for the Republican Party ahead of mid-term congressional elections in November.
The 23-page report says that Iran and Syria continue to harbor terrorists at home and sponsor them abroad. It says that the United States will stand with the people of both countries against the regimes in charge.
The White House says the al Qaida terrorist network is "significantly degraded but still dangerous."
The Bush administration is facing criticism from opposition Democrats, who say the president has not done enough to safeguard Americans from more terrorist attacks.
