중국은 지난해 송화강의 화학물질 유출 등 재난사태가 잇따르자 최근 환경 관련 법률의 집행을 강화하는 계획을 마련해 왔습니다.

Chinese state media say the central government is creating a network of monitors to tackle environmental problems without interference from local authorities.
The Xinhua News Agency says China's State Environmental Protection Administration plans to set up 11 monitoring centers in major Chinese cities and in areas near nuclear facilities.
Xinhua says the centralized monitoring would prevent "local government interference" in investigating and monitoring environmental issues.
The China program director for the U.S.-based environmental group, Pacific Environment, says he welcomes the plan. Wen Bo also says China's national watchdog will do a much better job than local authorities.
China has been planning to tighten enforcement of environmental laws in response to several recent disasters, including a chemical spill on the Songhua River last year. The spill disrupted water supplies to millions of people in China and Russia.
