말레이시아 쿠알라룸푸르에서 열린 동남아 국가연합, 아세안지역안보포럼에 참가했던 아시아 20개국과 서방국가 고위 외교관들은 레바논과 북한 문제를 집중 논의했습니다. 그러나 이번 지역안보포럼은 북한핵과 미사일문제를 둘러싼 교착상태를 해결하는데 실패했고 중동 사태 해결방안에 관해서도 미국과 다른 국가들 사이의 입장차는 첨예한 것으로 들어났습니다.

콘돌리자 라이스 미국무장관은 28일, 동남아시아 국가연합 아세안지역안보포럼, ARF에서 미국은 중동지역의 항구적인 평화를 위해 노력할 것이라고 포럼 참가 고위 외교관들에게 천명했습니다.
라이스 장관은 미국은 중동의 폭력 사태가 빨리 종식되기를 희망한다고 말했습니다. 하지만 다른 포럼 참가국들은 미국이 이스라엘과 헤즈볼라 무장세력 사이의 즉각적이고 무조건적인 정전을 지지할 것을 요청했습니다.
한편 북한의 백남순 외무상은 북한의 핵무기 개발 계획과 관련한 회담에 관여하는 국가들의 비공식 모임에 참석하라는 중국, 일본, 한국, 러시아, 그리고 미국의 초청을 거부했습니다.
말레이시아의 시에드 하미드 알바 외무장관은 포럼에서 현재 중동지역에서는 정전 없이는 하루도 긴 시간이라고 말했습니다.
하미드 알바 외무장관은 레바논과 팔레스타인의 인도적 차원을 무시하면서 장기간의 해결책을 찾으리라고 기대할 수 없다고 말합니다. 하미드 외무장관은 또, 평화가 필요하지만, 즉각적인 정전이 더 급선무라고 말합니다.
한편, 포럼과는 별도로 말레이시아, 파키스탄, 방글라데시, 그리고 인도네시아의 외무장관들은 방문중인 마누셰르 모타키 이란 외무 장관을 만나 중동사태에 대한 회교권의 우려의 목소리를 더했습니다. 하미드 장관은 자신은 정전이 우선이며 지속적인 평화를 위한 노력은 그 다음이라는 5개국의 메세지를 라이스 장관에게 전달했다고 말했습니다.
말레이시아는 또, 다음 주 쿠알라룸푸르에서 이슬람회의 기구, OIC의 비상 이사회의를 열것을 요청했습니다.
참석중인 ARF 회원국 외무장관들은 북한의 핵무기 개발 계획에 대한 기존의 우려에 더해 북한이 최근 7기의 미사일을 시험발사 한데 대해 큰 우려를 표명했습니다.
북한은 북한의 무기 체제에 대한 협상에 참여하기를 거부했고 회담은 북한없이 진행됐습니다. 라이스 미 국무장관과 중국, 한국, 일본, 그리고 러시아의 외무장관들은 호주, 뉴질랜드, 인도네시아, 캐나다, 그리고 말레시아의 관리들과 함께 북한문제를 협의했습니다. 라이스 국무장관은 북한이 협상장에 복귀할 것을 촉구했습니다.
라이스 장관은 자신은 미국이 항시 어떤 조건없이 그러한 논의에 참여할 준비가 돼있다는 것을 재차 강조하고 싶다고 말했습니다.
하지만 북한의 백남순 외무상은 북한은 미국의 대 북한 금융재제를 해제할 때까지 핵 협상에 복귀하지 않을 것이라는 기존의 입장을 되풀이 천명했습니다.

Lebanon and North Korea dominated talks among senior diplomats from more than 20 Asian and Western countries at a regional security forum in Kuala Lumpur. As VOA's Heda Bayron reports from Kuala Lumpur, the forum
failed to help break the stalemate on the North Korean nuclear issue, and it highlighted differences between the United States and other nations on how to deal with the Middle East crisis.
U.S. Secretary of State Condoleezza Rice reassured the senior diplomats at the Association of Southeast Asian Nations Regional Forum Friday that Washington will work toward a lasting peace in the Middle East.
"We hope to achieve an early end to this violence."
But other nations at the forum called on the U.S. to support an immediate and unconditional ceasefire between Israel and Hezbollah militants.
North Korea's foreign minister, meanwhile, refused invitations by China, Japan, South Korea, Russia and the United States to join in an informal gathering of the nations involved in talks on Pyongyang's nuclear weapons programs.
Malaysian Foreign Minister Syed Hamid Albar told the forum that even one day is too long without a ceasefire in the Middle East.
"We cannot just expect a long-term solution to be found, while the humanitarian dimension in Lebanon, and also in Palestine, is being ignored. There is a need for peace, but there's a more urgent need for an immediate ceasefire."
On the sidelines of the forum, the foreign ministers of Malaysia, Pakistan, Bangladesh and Indonesia met with visiting Iranian Foreign Minister Manouchehr Mottaki to add a Muslim voice to concerns about the violence.
Iran is a major supporter of the Lebanese militant group, Hezbollah and the Palestinian group Hamas, both of which are involved in military exchanges with Israel.
Hamid says he conveyed a message to Rice from the five nations -- a ceasefire first, and then work toward a lasting peace. He expressed concern about building anger in the Muslim world over Israel's actions.
"We do not want the situation to escalate and that the anger is transmitted to all Muslim countries."
Malaysia also called for an emergency meeting of the Organization of Islamic Conference executive committee next week in Kuala Lumpur.
The forum expressed its concern about North Korea's recent test launch of seven missiles, which added to already existing worries about the country's nuclear weapons programs.
When North Korea refused to participate in talks about its weapons systems, the talks went on without it. Secretary Rice and the foreign ministers of China, South Korea, Japan and Russia met with officials of Australia, New Zealand, Indonesia, Canada and Malaysia to discuss the issue.
Secretary Rice again called on Pyongyang to return to the negotiations.
"I want to reiterate … that the United States remains ready at any time, at any time, and without any conditions, to engage in those discussions."
The North Korean delegation repeated that it would not return to the nuclear talks, until economic sanctions imposed on the country by the United States are lifted.
