앞서 북한은, 유엔에서 북한의 최근 미사일 시험발사를 비난하는 결의안이 채택된데 대해, 자위적인 전쟁억지력을 강화할 것이라고 말했습니다. 북한 외무성은 16일, 북한에 대해 적대적인 미국의 주도아래 만들어진 이번 결의안에 북한은 구애받지 않는다고 말했습니다.
유엔 안보리는 15일, 이달 초 북한이 미사일을 시험발사한데 대한 대응조치로, 대북 제재 결의안을 만장일치로 통과시켰습니다. 이 결의는 북한에 대해 모든 미사일 관련활동을 중단할 것과 모든 회원국들이 북한에 대해 미사일 기술이나 물자를 판매나 수입을 금지하도록 요구하고 있습니다.

U.S. Secretary of State Condoleezza Rice says the United Nations resolution against North Korea leaves Pyongyang no choice but to return to the negotiating table.
Rice says she is not surprised that North Korea has rejected the resolution. But she added North Korea will have to return to the six-party talks if it does not want to face further isolation.
South Korea, which was hesitant to back any resolution that invoked Article 7 of the U.N. charter - a move that could have permitted military action - also welcomed the final version Sunday.
Choo Kyu-Ho, the South Korean Foreign Ministry spokesman, says the resolution sends a clear message to North Korea. He says North Korea will have to recognize the reality that the international community is taking its missile and nuclear activities more seriously.

North Korea's Foreign Ministry said today (Sunday) it is not bound by the U.N. Security Council resolution, which Pyongyang said was prompted by the "hostile" U.S. attitude toward the North.
The Security Council voted unanimously Saturday to punish Pyongyang for launching missiles earlier this month. The resolution demands a stop to all missile activities and requires member states to block Pyongyang from receiving or selling missile technology and goods.
