U.S. Secretary of State Condoleezza Rice is in Moscow for a meeting of foreign ministers from the Group of Eight industrialized nations.
The agenda for Thursday's G-8 meeting is expected to include proposals for winning Iran's agreement to suspend uranium enrichment and resume talks to ease Western concerns about its nuclear ambitions. Western governments have offered a series of economic inducements, and promises to begin multi-lateral talks with Tehran if it suspends enrichment.
Iran has still not responded definitively to the offer.
Russian leaders have said they also want heads of state to focus on energy and energy security at the two-day G-8 St. Petersburg summit July 15th.
Additionally, the Russians are expected to voice concern Thursday over the killings of four Russian hostages by insurgents in Iraq.
